The primary purpose of this position is to exercise technical and administrative supervision over subordinate passenger and baggage workers in accomplishing duties of 732nd Air Mobility Squadron (732 AMS) Passenger Operations (TROP) at Joint Base Elmendorf-Richardson (JBER), Alaska (AK).
Duties
This is an obligated position in which an employee has return rights with date of 2 Dec 2028. Upon the employee's return, incumbent may be required to vacate this position.
- Performs work planning and administration responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or by project basis.
- Performs work direction responsibilities and drives a variety of vehicles, some of which have a GVW of more than 32,000 pounds (this includes K-Loaders, step/stair trucks, buses, 25K/NGSL and various conveyors) and operates one or more electric, LPG, or diesel-powered forklift trucks which are capable of lifting loads of less than 10,000 pounds as high as 168 inches to facilitate loading and unloading duties.
- Provides the full range of passenger services in the terminal.
- Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

- Position is designated non-critical sensitive and incumbent must be able to obtain and retain a SECRET (S) security clearance.
- Key: This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- The work will require the employee to drive a motor vehicle. An appropriate, valid state driver's license, valid government driver's license, and valid flightline competency cared will be required for the position.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program as a presumptive position identified by general criteria and specific occupational series/codes.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by in testing designated positions presents a clear threat to public safety and/or the mission of the Air Force and national security.
- Position requires the ability to discern colors, contrast, and depth.
- Employee must have normal hearing due to high noise level in the work area and the amount of communication required.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Shift work may be required.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to supervise.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, and techniques of passenger and baggage processing and motor vehicle and forklift operations and knowledge of travel regulations, instructions, and other guidance regarding passenger travel.
2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and EEO/ Equal Employment Treatment.
3. Knowledge of safety regulations, practices, and procedures to include traffic safety, vehicle operation, and cargo handling and hauling.
4. Knowledge of operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of over 32,000 pounds such as truck tractors with semi or full trailers, or heavy load in-line trucks and of operating one or more electric, LPG, or diesel powered fork lifts typically capable of lifting less than 10,000 pounds as high as 168 inches.
5. Ability to interpret instructions, specifications, etc. related to motor vehicle, fork lift, and power take-off unit operation and preventive maintenance.
6. Ability to plan and organize work assignments to include determining resources required to accomplish mission. Ability to communicate effectively, both orally and in writing to individuals and groups and to work with others in a customer service environment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Physical Effort: Physical effort is moderate to heavy. Work requires reaching, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Associated duties require stooping, bending, and climbing. Lifts and carries objects weighing up to 40 pounds and heavier objects with assistance. Long periods of standing.
Working Conditions: Drivers work mostly outside and operate vehicles in all kinds of weather primarily on the installation. Drivers are exposed to dirt, fumes, and to the posdibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle.
