The incumbent provides technical, administrative, clerical, and program support to the Chief, Social Work Service, and/or Assistant Chief of Social Work, as well as all Social Work Sections within the Northport VA Medical Center as assigned/directed. The employee serves as a Program Support Assistant to Social Work Service and is responsible for the day-to-day operation of the 5 Sections within Social Work Service.

Duties

MAJOR DUTIES: Duties include but are not limited to; Program Support 25% Oversees the clerical operations of Social Work Service, a large, complex department. Acting as the central point of contact for the Service. Accepts and directs communications, projects, and action items on behalf of the Chief, Social Work Service, and/or Assistant Chief of Social Work. Tracks and maintains work logs, communicating due dates to appropriate individual(s) and monitoring work accomplishments. Globally manages overall deadlines for congressional correspondence and action items, reviewing all submissions prior for technical accuracy. Refers questions clarifying work instructions or concerns regarding work standards to supervisor. Provides technical assistance as a subject matter expert regarding administrative procedures and policy to four (4) Program Support Assistants, making available written instructions, reference materials, and supplies. Maintains current knowledge and answers questions of other employees on procedures, policies, directives, etc. Assesses training and educational needs of program support assistant employees and provides opportunity for ongoing development of clerical knowledge, skills, and abilities. Addresses concerns regarding working conditions and environment of care issues for staff members, receiving reports, taking appropriate action(s), and monitoring resolution. Contacts the appropriate service and submits work orders as needed to ensure employees are provided with adequate seating, ventilation, lighting, materials, equipment, etc. to perform work expected and required. Notifies Chief, Social Work Service, and/or Assistant Chief of Social Work regarding safety concerns or issues that are unable to be resolved timely. Coordinates scheduled meetings with four (4) Program Support Assistants to answer questions, address concerns, and obtain feedback regarding the work, the role, the environment, etc. Approves urgent or emergent leave of employees in specific circumstances. Coordinates and provides an orientation to the Service's new clinical and administrative employees and graduate social work students. Office Management/Administration 25% Performs a wide variety of administrative tasks associated with maintaining and supporting the work performed within the organization. Such work includes a variety of administrative functions necessary to the smooth management of an office and ranges from correspondence and information control to tracking equipment, supplies, and services. In addition, the position may act as a primary liaison between the program office and administrative offices outside the organization. Serves as an authorized user of three (3) Government Purchase Cards utilized within Social Work Service. As an authorized user of these cards the incumbent is responsible for meeting the standards for documentation, reconciliation, and approval of purchase cards as set forth by VA. Program Coordination 25% Initiates communication and coordinates the flow of information between the sections/programs and the Chief of Social Work, Assistant Chief of Social Work, Social Work Section Chiefs, and staff. Communicates upcoming deadlines to the Chief, Assistant Chief, and Social Work Section Chiefs for reports, meetings, and statistical data for programs that the Service supports. Administrative Support 25% Supports the management of Social Work Service by acting as a liaison between the specialized sections and programs. Works directly with the office of the Medical Center Director, Chief of Staff, Associate Director, VISN Office, Senior Executives & Program Managers, Central Office, Service Chiefs, Graduate Schools of Social Work with which Service maintains affiliation, and other community agencies that Social Work Service consults and collaborates with for Veteran and Caregiver access to care and services. Performs other duties as assigned by the Chief, Social Work Service. Work Schedule: Monday - Friday, 8:00 am to 4:30 pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1 year equivalent to at least next lower grade level. You will be rated on the following Competencies for this position: ClericalCommunicationsComputer SkillsManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
