This position is located in the Technical Services Branch of the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration, located in Sevierville, TN. The incumbent serves as Party Chief of a frequently traveling survey crew and serves as a crew lead whose duties are to set control surveys for aerial photography and conducts preliminary and location surveys by conventional (Terrestrial and Global Positioning System) method. Directs and plans the day-to-day operations.

Qualifications
Individual Occupational Requirements for series 0817 (for positions at GS-4 or equivalent and above): Specialized experience is technical work which provided the knowledge and skills needed for work in the type of surveying involved. It must have required the use of the pertinent instruments and techniques of surveying. Examples of qualifying specialized experience include, but are not limited to, work as an engineering technician, soil conservation technician, or construction inspector.

For the GS-11:
On Experience, you must have at least one year of specialized experience, equal or equivalent to the GS-10 grade level, which included:
Experience using equipment to perform surveys, collect data, and develop maps; and
Experience using principles, practices, and techniques of photogrammetry, aerial control surveys, and aerial mapping checking methods; and
Experience in field and office procedures, regulations, work practices, techniques, and processes for conducting planimetric and topographical surveys, design layout surveys, constructions layout and associated field adjustments/modifications surveys, control surveys, and quantity surveys.
Or on Education, you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, related to position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Surveying - Knowledge of, and extensive experience and skill in applying surveying concepts, principles and practices applicable to perform the full range of duties concerned with surveying.
Surveying Software - Knowledge of, and extensive experience and skill in the equipment used to perform surveys, collect data, and develop maps involving the latest state-of-the-art survey equipment, data collectors, laptop computers, and related software.
Communication Skills - Ability to coordinate with supervisors, managers, engineers, survey crew, and other professionals to determine survey requirements, mapping, boundary work, and in writing the technical information and data necessary for the preparation of technical reports and associated correspondence.
Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals.

Education
NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
