About the Position: Serve as the principal staff advisor to the Division Commander, Deputy Commander, and Chief of Staff principles on matters relating to civilian workforce management for the Division Headquarters.

Duties
At the full performance you will:
Act as the liaison with the local servicing Civilian Personnel Advisory Center (CPAC) team, the Division headquarters staff, and the Human Resources Strategic Advisors to assist management in the effective utilization of workforce resources.
Coordinate workforce actions within the Division headquarters and assures adequate justification is provided on personnel and position actions requests.
Review organizational requirements and/or conducts studies relating to such factors as turnover, mission, and technology to identify staffing trends, anticipated vacancies, retention deficiencies to develop staffing requirements and plans.
Provide guidance and advice to management on recruitment and outreach initiatives.
Perform in-depth review of outgoing personnel actions.
Advise the Deputy Commander and Chief of Staff on the Defense Performance Management and Appraisal Program (DPMAP) program.
Manage the Awards program which includes performance, honorary, service and retirement awards.
Provide direction and managerial oversight in order to assure that management controls are in place and effective in preventing fraud, waste and abuse.
Advise Division headquarters personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions.

GS-11 Specialized Experience: One year of specialized experience which includes advising management on organizational resources, policies, and procedures; reviewing and monitoring personnel actions.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, and Human Resource Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
