This position is being filled as a developmental DJ-2 (GS-5/10). The full performance grade is a DJ- 3 (GS-11/12).
Duties
Prepare or staff support agreements for appropriate language and accuracy before they are routed through the chain of command for approval.
Perform financial transactions using a Corps of Engineer Financial Management System (CEFMS) involving program setup, execution, and closeout for all funding activities.
Process acceptance of funds for incoming reimbursable funding; coordinates and contacts sponsors/vendors to validate financial requirements.
Coordinate all necessary required processes, such as unliquidated obligation reviews (ULO's), cost transfers, accruals, distributions, etc., in a timely and accurate manner to ensure financial execution and accountability.
Work with the USACE Finance Center to ensure contractual payments are invoiced timely to circumvent interest penalties.
Provide analysis to management and technical POCs through recurring written reports to ensure timely and necessary fiscal execution of all program/project funds.
Analyze complex financial problems, formulates, and considers alternative outcomes, determines and implements the best method of resolution.
Process cost transfers, accruals, receiving reports, and outgoing government orders in accordance with a wide variety of prescribed guidance.
Prepare Purchase Request and Commitment (PR and C) documents for the obligation and expenditure of funds for labor, materials, supplies, rent, and utilities.
Work with team members on budget practices and procedures, interpretation of financial guidance, regulations and processes received from the next higher level.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- DoD Financial Management Certification Level 1 is required within 24 months of entrance on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To Qualify at the DJ-02 (GS-05/10) grade level: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the DJ-01 (GS-04) grade level, which includes: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work, and communicate effectively.

Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
