This position is in the Bureau for Resilience, Environment and Food Security (REFS), at the U.S. Agency for International Development (USAID). This Bureau is responsible for worldwide leadership and integrated technical expertise in USAID agricultural-led growth and environmental sustainability.

Duties

Enhance and coordinate effective working relationships across sectoral lines, identifying important areas of interaction and impact between program areas to ensure programs are managed to gain the greatest possible benefit from such interactions. Supervise employees at the GS-14 to GS-15 level, communicating performance expectations; providing regular coaching, mentoring, and feedback. Generate policy and strategy recommendations, interventions, and Agency mechanisms; and initiate research activities which will be economically feasible to support sustainable development in nutrition. Oversee the Bureau’s planning, design, and execution of multi-sector nutrition analysis and research needed to fill knowledge gaps and to improve USAID and/or Mission understanding of policy and programming issues and problems. Plan and manage the unit’s work; set clear objectives, coordinate resources, and adjust approaches as necessary; ensure staff understands priorities and tasks; recognize achievement and lessons learned; plan and execute budget to meet objectives.

Requirements

  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • You may be required to serve a one year Supervisory probationary period.

Qualifications

Specialized Experience: GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Supervising staff and communicating performance expectations, communicating feedback and providing formal performance management. (b) Planning, managing and carrying out programs in nutrition, agriculture or humanitarian assistance, conducting program analysis and budget evaluation. (c) Identifying and developing ways to resolve problems or issues that directly affect the accomplishment of program goals or objectives. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration: Demonstrated experience leading strategic planning, programming and decision making to advance and carry out multi-sectoral (agriculture, health and humanitarian assistance) nutrition programs using the lens of resilience and global food security in the field of international development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
