The Calibration Manager provides technical support to laboratory staff in the calibration and maintenance of variety of biological laboratory equipment, precision calibration instruments, electronic devices and other electrical, mechanical, optical and timing instruments. Your work will be critical to maintaining superior customer service to the Foreign Animal Disease Diagnostic Laboratory (FADDL), National Centers for Animal Health (NCAH) and National Agro Defense Facility (NBAF) organizations.

Duties

The duties may include, but are not limited to: Supervising subordinates more than 25% of the time including, but not limited to, recruitment, selecting, appraising, rewarding, addressing performance problems, and fostering an inclusive workplace. Identifying, acquiring, and using appropriate national and international standards, references, standard operating procedures (SOP), manufacturers' data, and any other applicable technical material. Establishing and maintaining calibration traceability for volumetric, temperature and other applicable measurements. Formulating and recommending the purchase of primary and secondary reference standards and ensures the standards are certified and traceable to acceptable sources. Providing technical support to laboratory staff in the calibration and maintenance of a wide variety of biological laboratory equipment. Developing, selecting or adapting calibration procedures as needed and ensuring that repair procedures and maintenance practices are technically acceptable and follow recommended standards. Troubleshooting, repairing, and calibrating equipment, and assisting staff with calibrations and repairs when appropriate. Assisting in developing and coordinating the Calibration and Repair Laboratory's quality assurance program. Conducting audits according to customer needs, policy, procedures, and standards such as International Organization for Standardization (ISO)/International Electrotechnical Commission (IEC) 17025.

Requirements

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • Criminal Justice Information Services (CJIS) database check required for work involving Biological Select Agents and Toxins.
  • You may be exposed to hot and cold conditions, high noise levels, harmful biological, chemical, and physical agents, and disagreeable odors when working around animals and steam sterilizers.
  • Immunizations may be required.
  • Protective devices such as gloves, goggles, face mask, or respirators may be required. Required to wear full face respirator when working in biological personal protective equipment.
  • May involve prolonged periods of continual and precise equipment manipulations, including tedious and repetitive motions requiring a high degree of dexterity.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Providing managerial leadership for the calibration laboratory by planning, organizing, and evaluating equipment calibration and managing calibration of lab standards. Experience should demonstrate the operational principals of calibration of all laboratory equipment. Applying and ensuring adherence to ISO/IEC 17025 Accreditation requirements and schedules. Coordinating calibration activities with staff and collaborating entities through effective oral and written communication Establishing and improving procedures and processes by addressing issues and risks in the calibration laboratory. Note: There is no education substitution for this grade level. Metrology Certification is preferred, but not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
