This position is for a Surface Maintenance Mechanic Supervisor, Position Description Number D1297000 located in the Joint Forces Headquarters-Georgia, CSMS - South at Fort Stewart, Georgia.
This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership.
Area of Consideration: Open to current members of the Georgia Army National Guard.
Duties
As a Surface Maintenance Mechanic Supervisor, WS-5801-15, you will:
Plan overall allocation of personnel and resources for the organization. Ensure accomplishment of work operations which because of their scope, volume, and complexity are planned on a year or longer basis. Analyze work plans developed by subordinate supervisors for accomplishment of assigned work orders, projects, and the status of work accomplished. This is in relation to overall schedule requirements, including unanticipated or emergency requirements. Provide higher-level managers and/or supervisors information regarding status of work projects, budget estimates, changes in equipment, facilities, techniques, etc. Participate fully with higher level management officials and staff organizations to study and develop recommendations concerning changes in specification requirements, work techniques and standards; revisions of organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and work flow. Participate in planning conferences and meetings.
Explain work requirements to subordinate supervisors, set deadlines and sequence of operations. Coordinate and direct the work of units supervised. Balance work load for subordinate work groups. Analyze production, cost and personnel utilization records, and make adjustment in operations to correct problems. Develop quality and quantity standards. Spot check work operations to assure production and quality standards are met. Encourage employees to achieve goals.
Recommend promotion or reassignment of subordinate supervisors and review personnel actions prepared by supervisors. Make formal appraisal of supervisors' work performance and review employee appraisals submitted by them. Determine long-range training needs for all levels of subordinates, submit funding and budget requests with justification for approval, and arrange for the accomplishment of training. Promote and administer such programs as cost reduction, incentive awards, suggestions, and quality assurance. Ensure regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized. Assure subordinate supervisors carry out such programs as labor-management and equal opportunity. Schedule and approve leave. Ensure position descriptions are accurate and position management principles are followed. Develop and establish the internal procedures to be followed by subordinate supervisors and to and to assure effective control and direction of the work activities, organizations, and personnel supervised. Assure appropriate production reports and administrative records are maintained. Act on personnel problems referred by subordinate supervisors. Hear and resolve grievances and ensure proper corrective action is taken.
Develop, publish, and ensure employee compliance with standing operating procedures for the activity supervised. Implement and comply with agency, state, and Federal regulatory Occupational Safety and Health, and environmental requirements. Ensure use of quality conformant products through compliance with established materials shelf life programs. Ensure all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implement procedures to account for real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and Federal regulations and policies. Ensure subordinates are trained, qualified, and equipped with proper protective equipment, environmental mediation equipment and materials. Ensure employees wear appropriate safety equipment and follow pertinent safety precautions.
Prepare for and participate in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies.

Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.

- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license.

General Experience: Candidate must possess experience or training which demonstrates the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.
Specialized Experience: Candidate must possess 36 months specialized experience in addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
Physical Effort: Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights.
Working Conditions: Work is performed both inside and outside. When inside, the incumbent is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, the incumbent is exposed to bad weather, in mud or snow, and in wet or icy areas. The incumbent is frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground. Typically works on parts and systems, which are dirty, oily, or greasy. Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. Often exposed to the possibility of falls while repairing, positioning, and moving equipment; and skin irritations from acid, fluids, and lubricants. Uses safety equipment such as protective ear devices, hard hats, hard-toe shoes, respirators, and protective clothing, which may be uncomfortable to wear or use and may be worn or used for long periods.
