The Training Technician/Canine Technician works closely with the specialists in the field of training and education to ensure accomplishment of education and training programs for Plant Protection and Quarantine(PPQ), Animal and Plant Health Inspection Service (APHIS), Department of Homeland Security(DHS) employees, and/or other stakeholders (i.e., federal, states department of agriculture, foreign ministries of agriculture, etc.).

Duties

The duties may include, but are not limited to: Serves as primary technical support provider with emphasis on learning management systems. Facilitates the use of current technologies in online learning practices for the production and delivery of training courses. Assists with the integration of technology into the training classroom. Assists training specialists with the administration of training course evaluations and assessments. Delivers short and basic presentations, following the instructional delivery standards. Collects, gathers, tabulates, and summarizes data collected from databases and/or applications for submission to management. Performs inspections of government equipment and facilities to ensure compliance with all safety regulations and training accreditation standards. Performs maintenance, cleaning and sanitization of canine training and holding areas. Procures canines from various sources; conducts canine temperament assessments to determine suitability for training program.

Requirements

  • While some of the work is sedentary, the position requires daily handling and movement of canines across uneven terrain, canines pulling on leash with rapid changes of direction, and lifting and carrying of canines.
  • Frequently, the use of equipment and agricultural products require extensive standing, walking, bending, and lifting of objects that weigh an average of 75 lbs.
  • Frequent work at a computer terminal for extended periods is also involved. Incumbent must be able to work indoors and outdoors in severe heat, cold, and humidity.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Procuring potential canines from various sources (i.e., public and private shelters, rescue groups, breeders, vendors and private owners) Conducting initial evaluation of canines to determine suitability for specific training programs. Organizes logistics for training delivery, including classroom/environmental set up, class transportation, training supplies, and instructional materials Formatting, proofreading, editing and finalizing written documentation, reports, instructional materials and training design documents Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
