Duties

GS-7 Major Duties If selected for this position, you will serve as a Human Resources Specialist with the United States Attorney's Office, District of Maine. Duties will include, but are not limited to: Providing advice and assistance to management and employees on human resources related matters; Utilizing an automated staffing system to post vacancies and/or manage applications; Providing evaluation of candidates for basic qualification and eligibility requirements; Processing preemployment security packages, to include obtaining credit checks, fingerprinting, and initiating drug tests; Providing routine assistance to employees and management in the areas of employee benefits, such as health insurance, retirement, life insurance, etc.; Preparing and reviewing performance work plans, including performance elements and standards; Providing advice on compensation, including but not limited to, basic pay, premium pay, and the administration of leave; Researching, interpreting, and applying compensation laws and regulations to individual situations and questions raised by employees and supervisors; and Resolving processing problems/issues with the appropriate payroll/personnel staff. *Responsibilities will increase and assignments will become more complex as your training and experience progress.* Travel Required: Occasional Travel.

Requirements

  • You must be a United States Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • You must submit a transcript or proof of degree/certificate.
  • Recent Graduates serve a trial period for the entire duration of their excepted service appointment.

Qualifications

To be eligible for a recent graduate appointment, ALL of the following requirements must be met: Recent Graduates must have obtained a qualifying associates, bachelors, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying accredited educational institution within the previous 2 years unless military service interfered with a veteran's eligibility to apply during that two year time frame. Veterans meeting the above exclusion may apply within 2 years of discharge or 6 years from the date of receipt of the degree whichever comes first. (Go to http://www.ed.gov/accreditation?src=rn to verify accreditation status). Recent graduates must be United States citizens or owe permanent allegiance to the United States. (Currently, natives of American Samoa, Swains Island and certain inhabitants of the Commonwealth of the Northern Mariana Islands are the only groups that owe permanent allegiance to the United States.) You must successfully complete a background investigation to determine your suitability for Federal employment. All recent graduates are required to sign a Pathways Recent Graduate Participant Agreement. Recent Graduates serve a trial period for the entire duration of their excepted service appointment. Qualification requirements as outlined below: GS-7: To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-5 level. Specialized experience includes experience performing the following types of duties: assisting senior human resources specialists in preparing recruitment documents; drafting job announcements in an automated recruitment system; maintaining personnel files; processing and reviewing personnel actions in an online database; maintaining HR reference materials; and applying specific rules, regulations or procedures to complete human resources related assignments. Education: One of the following types of education in a related field (e.g., Human Resources): 1 full year of graduate-level education leading to a Master's degree or higher; OR a completed Bachelor's degree or equivalent with Superior Academic Achievement as defined by the Office of Personnel Management's Qualification Standards. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree (or expect to complete within 9 months) in a related field (e.g. Human Resources Management) from an accredited institution AND have one of the following: Class standing -- must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR Grade-point average (G.P.A.) -- must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. OR Election to membership in a national scholastic honor society. Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. All academic degrees and coursework must be completed at an institution that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
