The Office of the Chief Financial Officer (OCFO) at the Independent Verification and Validation (IV&V) is seeking individuals to fill the position of Directorate Resources Manager (DRM) to the IV&V Program Financial Management (PFM) Group. The DRM is a supervisory position, managing a staff of resources professionals who support different projects at NASA. The DRM serves as senior advisors to directorate leadership in all areas related to resources and business processes.

Duties

Provide strategic and technical leadership as well as management to the IVandV Program Financial Management (PFM) Group establishing goals/objectives for the efforts consistent with Program direction, and with OCFO and Agency/ GSFC requirements. Serves as the OCFO Lead at the IVandV Facility. Increases knowledge, skills and competencies associated with financial management contributing to the goals/objectives of the Agency, OCFO, and the IVandV Program. Supervise a team of civil servants and conduct assessments of overall staffing skills and competencies. Serves as senior advisors for all aspects of the directorate’s Program Planning and Control (PPandC) activities. Oversees budget development, execution, analysis and presentation activities, including workforce planning as part of the required activities for multi-year planning and execution process. Develops short and long-range organizational objectives, contributes to the definition of directorate goals/objectives, evaluates progress from resource management perspective, and institutes corrective action where necessary. Provides leadership and competency to establish a corporate perspective to the overall prioritization and implementation of resources to meet required goals/objectives within the directorate and in support of related Center activities. Possesses a high degree of integrity to consistently provide credible business guidance, insight, assessments, and information to resources and technical personnel. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level: Performing budget formulation/execution processes, financial management and annual business processes (e.g., Cost/Obligation phasing, workforce planning, contract management, and logistics); Leading and providing guidance to a team, strategically allocating resources to ensure budgetary alignment with mission objectives; Working across organizations or cross-functional teams to establish and maintain working relationships; and Communicating business related issues to leadership and/or senior management.
