As the Natural Resources Program Manager, you will serve as the principal advisor to Park management on the protection, management, and restoration of the flora & fauna of Katahdin Woods and Waters National Monument.
Duties
This position is located in Katahdin Woods and Waters National Monument, in the Integrated Resources Program Division.
- Develop management strategies, guidelines, and policies to improve efforts related to endangered, threatened, and rare species
- Ensure biological/ecological considerations are incorporated into Park planning and educational/interpretive activities
- Create and implement natural resource management project plans, ensuring completion on deadline and within budget
- Conduct natural resource monitoring to gather data, analyze results, and develop recommendations for improving efforts to protect, preserve, or restore the landscape
- Collaborate with neighboring communities, other governmental agencies, conservation groups, Native American tribes, researchers, and other stakeholders to advocate for resource stewardship, share best practices, and carry out project work
- Provide technical direction to volunteers and lower graded staff on carrying out natural resource monitoring or management
Duties will be developmental in nature when filled below the full performance level.
DUTY LOCATION INFORMATION:
Katahdin Woods and Waters National Monument was designated through Presidential proclamation by President Barack Obama on August 24, 2016. The monument, which spans 87,563 acres in north-central Maine, represents the rich and storied north Maine Woods encompassing mountains, waterbodies, and forestlands. Monument lands include a section of the East Branch of the Penobscot River and shares its western border with Baxter State Park (the northern terminus of the Appalachian National Scenic Trail.) The monument is located approximately 80 miles north of Bangor, one of Maine's largest cities, and 110 miles north of Acadia National Park, among the top 20 most visited national parks in the United States. The duty location for NPS employees is in rural, Patten, Maine.
While Park housing is not available, living in the area is relatively affordable. Rental units are scarce, but land and homes are much more affordable when compared to many places in the United States. Amenities of the area include small grocery stores in Patten, Sherman, and Island Falls with larger stores in Houlton and Millinocket and further in Bangor and Presque Isle. The lifestyle is rural with Amish communities scattered in the area, providing small farmer markets where homemade products are seasonally available, like baskets, furniture, canned goods, and baked items. The winters are slightly longer than most northern locations in the United States, fostering many winter activities like snowmobiling, cross-country/downhill skiing, ice skating, and ice fishing on many local lakes. Summer activities include hiking, biking, canoeing/kayaking, birdwatching, touring, and water-sport related activities. Wildlife is abundant in the region. The monument is home to Canada lynx, moose, Atlantic salmon, deer, and many small mammals, birds, and other wildlife. The region surrounding the monument is a beautiful place to live with many local schools emphasizing outdoor recreation. During the fall season, the leaves are brilliant with many tourists frequenting the area in mid-September.

Qualifications
All qualifications must be met by the closing date of this announcement-11/16/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. In order to be qualified for this position, you must meet the basic requirement(s) for the series for which you are applying and the minimum qualifications.
To meet the Basic Requirement for GS-0401, Biologist, you must:
Possess a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position - OR-
Possess a combination of education and experience. This includes courses equivalent to a major, as shown above, plus appropriate experience or additional education.
To meet the Basic Requirement for GS-1301, Physical Scientist, you must:
Possess a Bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. - OR-
Possess a combination of education and experience. This includes education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
To meet the Minimum Qualifications for GS-09 position, you must:
Possess at least one year of specialized work experience equivalent to the GS-07 grade level in the Federal Service (obtained in either the public or private sector). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. This specialized experience should demonstrate experience in natural resources management (biological resources, NEPA or other environmental management/analysis programs). Examples of specialized experience include, but are not limited to, leading implementation of established protocols and training others in scientific methods; collecting data and reporting on results and making recommendations for management actions; drafting workplans and implementation strategies. - OR-
Have at least two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Education must be in a relevant field. - OR-
Possess a combination of specialized experience and graduate level education as described above that, when combined, equals 100% of the total requirement. (Please note: Only graduate education in excess of the first year may be used in this calculation.) You must include transcripts.
To meet the Minimum Qualifications for GS-11 position, you must:
Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. This specialized experience should demonstrate experience in natural resources management (biological resources, NEPA or other environmental management/analysis programs). Examples of specialized experience include, but are not limited to, providing technical planning and support for resource management, recreation and public education programs which includes: water resource management; land use planning; development of alternative resource management strategies. - OR-
Have completed three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study. - OR-
Possess a combination of specialized experience and graduate level education as described above that, when combined, equals 100% of the total requirement. (Please note: Only graduate education in excess of the first two years may be used in this calculation.) You must include transcripts.
