About the Position: Responsible for managing the EEO Program for a District with both civil and military missions The District includes about 1,200 career employees, plus a temporary work force which increases substantially in the summer months. Employees are in professional, administrative, technical, clerical, Wage Grade, and other types of positions.
Management may select from either grade level announced.
Duties
Implement District operating EEO Program and related programs ensuring local program and the LRD program incorporate requirements of higher authority.
Assists in designing and administering programs to improve the utilization of the disabled, minority groups and women and assures equal opportunity and treatment of all employees with regard to race, color, religion, sex, national origin and age.
Assists in the administration of complaint processing program and process informal and formal complaints for the Louisville District
Counsels and advises employees/applicants who believe they are being discriminated against because of race, color, religion, sex, national origin, age, or physical or mental handicap.
Provides managers and employees advice on complaints, rights and procedures.
Ensures complaint files are complete and accurate and prepares reports on all aspects of the complaints process for both the District and LRD.
Meets with supervisors and employees in an effort to informally negotiate resolution of problems.
Prepares required Affirmative Employment Plan by Management Directive 715 which provides a comparison to previous Fiscal year by total, grade, sex, minority code, under-representation analysis and goals for new year.
Uses automated civilian personnel system and other automated data bases such as BoBI, (iComplaints) complaints, Cyber Feds, Federal Sector EEO Portal, Investigative Resolution and Case Management System (IRCMS) on a daily basis.
Prepares EEO evaluations and status reports for the Commander's use in meetings and conferences.
Prepares reports required by the Office of Management and Budget in assessing civil rights activities and budgets, by the Office of Personnel Management (OPM) or DA prior to on-site surveys, and by the Inspector General.
Serves as Disability Program Manager responsible for the successful implementation of all aspects of the Equal Employment Office Disability Program to include program development, administration, evaluation, and advisory functions.

In order to qualify, you must meet the education or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-09 grade level, you must have:
Specialized Experience: One year of specialized experience which includes Identifying problems and reporting findings; determining the accuracy and relevance of information; researching and interpreting Equal Employment Opportunity (EEO) regulations and policies; and analyzing numerous facts and allegations to determine accuracy and applicability to the cases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Employment Law, Business Management/Business Administration, Psychology, Sociology, Criminal Justice, Humanities, or Counseling or a program that concentrates on compliance and enforcement; administrative, management, and consulting; and/or personnel administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11 grade level, you must have:
Specialized Experience: One year of specialized experience which includes reviewing regulations/policies/directives pertaining to a Federal Equal Employment Opportunity (EEO) Program to ensure compliance with applicable laws, regulations, policies, procedures, and principles; utilize fact finding methods in gathering all relevant information of allegations received, ensuring compliance with regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Employment Law, Business Management/Business Administration, Psychology, Sociology, Criminal Justice, Humanities, or Counseling or a program that concentrates on compliance and enforcement; administrative, management, and consulting; and/or personnel administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education
Some positions allow for education substitution in place of specialized experience requirements or a combination of, for this series/grade levels 09/11 this is applicable and must submit copies of transcripts.
