Duties
Position may be filled at the GS-07, GS-08, or GS-09 level. The duties of this position are developmental in nature, leading to the full performance level of GS-09.
At the full performance GS-09 level, the incumbent serves as a Hydrologic Technician responsible for carrying out surface water and/or ground water investigations to ensure stable, efficient, and accurate water delivery systems.. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic.
-Performs independent water and affiliated resource studies and evaluations.
-Work includes use of test instruments to verify data and calibrate equipment, operating and maintaining 23 water quality stations, conducting water sampling programs as required, providing periodic data for operational purposes, and performing special studies to record conditions during unseasonable rains, extended drought, and unusually high tides or other extraordinary conditions.
-Conducts studies pertaining to the monitoring parameters of water quality and water quality flows, reservoir releases, wind, and other factors affecting water quantity and quality.
-Develops and carries out water quality studies and investigations.
-Maintains the functional reliability of water monitoring stations and affiliated natural resource data stations to meet programmatic objectives.
-Plans, directs, and performs preventive maintenance for water quality stations.
-Prepares work statements, specifications, or task orders for the completion of operation studies by consulting firms on contract with Reclamation.
-Provides expert advice to satisfy advisory requests.
Qualifications
Applicants must have one year of specialized experience or additional education as defined below:
GS-07: To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to at least the GS-06 in Federal service OR one year of progressively higher-level graduate education in a field related to the work of the position. Specialized experience at this level is defined as experience using a variety of water measuring devices to collect, compute, or process hydrologic data gathered from rivers, streams, wells etc.; using software applications to compute and generate hydrologic data, charts and reports, and installing and maintaining water measurement instruments and devices to assure accuracy of data collection. These examples are not all inclusive.
GS-08: To qualify at the GS-08 level, applicants must possess one year of specialized experience equivalent to at least the GS-07 in Federal service OR 2 years of progressively higher level graduate education or a master's degree in a field related to the work of the position. Specialized experience at this level is defined as experience applying principles of basic hydrologic operations and various analytical instrumentation to collect, compute, or process hydrologic data gathered from rivers, streams, wells etc.; using software applications to compute and generate hydrologic data, charts and reports, conduct various phases of projects or operations; ensure compliance with rules or regulatory requirements; identify and correct deficiencies; conduct technical studies of hydrologic data collected. GS-09: To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to at least the GS-08 in Federal service OR 2 years of progressively higher level graduate education or a master's degree in a field related to the work of the position. Specialized experience at this level is defined as experience preparing hydrologic data for operational studies; conducting various phases of projects or operations; performs hydrologic studies and analysis; ensuring accuracy of hydrologic data obtained; experience researching water rights, water usage, collecting current hydrologic data and using software applications to compute and analyze this data and present in reports, charts, graphs etc. These examples are not all inclusive.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
