About the Position: As a Civilian Pay Technician you will be providing payroll coordination/liason amongst civilian employees, managers, timekeepers, supervisors, Civilian Personnel Advisory Centers (CPACs) and The Defense Finance and Accounting Service (DFAS).

Duties

This is a developmental position responsibilities are listed at the full performance GS-9 level. Serve as the Automated Time Attendance and Production System (ATAAPS) Application Administrator. This system interfaces with the payroll system (DCPS) and with the existing accounting system General Fund Enterprise Business System (GFEBS). Responsible for verifying that timecards interface between Automated Time Attendance and Production System (ATAAPS) and the payroll system Defense Civilian Payroll System (DCPS) by monitoring uncertified and missing time reports. Review, verify, and process a variety of payroll and time and attendance data impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits, other deductions, and master payroll record information. Analyze various DFAS pay statistical reports to identify specific problems and trends and prepares statistical data for briefing purposes as needed. Provide technical assistance to activity timekeepers and certifiers regarding the operation and setup of the online Defense Civilian Payroll System (DCPS)/ Automated Time Attendance and Production System (ATAAPS). Establish routine and special timelines and cutoff schedules to assure timely transmission of data to meet DFAS computer schedules and Audit Readiness requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary duty (TDY) travel is required up to 5% of the time.
  • Incumbent must possess or be able to obtain and maintain a SECRET security clearance.
  • This is a Financial Management Level 2 Certified position which must obtained and maintained within 24 months of entry.

OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, finance, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06). GS-08 Specialized Experience: One year of specialized experience which includes understanding of Federal civilian pay and leave rules, regulations, procedures, programs and system requirements; inputting payroll data into an automated system, verifying the accuracy of that data and applying the appropriate corrective steps when errors are discovered. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, finance, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-09 Specialized experience: One year of specialized experience which includes work that involves applying civilian pay regulations, practices, procedures and policies, processing a variety of civilian payroll transactions, inputting payroll data into an automated system, auditing pay accounts, investigating and resolving payroll issues and experience in researching payroll processing errors to determine if errors are caused by a computer program malfunction or manual input. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
