Duties

If selected for this position, you will join a well-respected team that is responsible for Typical work assignments will include (but are not limited to): Gathering, extracting, reviewing, verifying, and consolidating a variety of narrative information and statistical data needed for budget operations and financial reporting. Cross-checking the accuracy of budget and program data in related budgetary forms, schedules, and reports. Changing or recommending the adjustment of inconsistent totals, subtotals and individual entries. Monitoring and tracking obligations and expenditures for office expenditures. Verifying that obligations and expenditures occur on a timely basis in accordance with regulatory controls. Reviewing obligations, expenditures, unobligated orders and available balances to ensure they are properly maintained, supported, and documented; Recording and updating obligations in a Financial Management System. Analyzing expenditure data to identify variables affecting costs. Providing a wide variety of budgetary reports. Overseeing the processing of travel authorizations and travel vouchers/claims. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.

Qualifications

GS-09: To be eligible at the GS-09 level, you must meet the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-07 level in Federal service that involved performing budget or financial management work which demonstrates knowledge of budget and finance principles, practices, and methods to perform budget execution, formulation, financial reporting, and internal control functions. Examples of specialized experience include monitoring and tracking obligations and expenditures and ensuring they are properly maintained; reviewing obligating documents for funds availability and regulatory compliance; tracking funds; inputting data into an automated financial/budget system; processing bills for payment while resolving problems or disputed bills; conducting audits; gathering statistical data needed for financial reporting; and developing budget reports. OR Education: One of the following types of education in a related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a master's degree or equivalent graduate degree (such as a JD or LLB); or 2 full years of progressively higher level graduate education leading to such a degree. OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. To qualify based on a combination, graduate education must be in excess of 1 full year. To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. (Only graduate education in excess of the first full year may be used in this calculation.) GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process. Examples of specialized experience include compiling and presenting financial data into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews; preparing analyses of financial data in support of requests for apportionments or revisions of apportionments; preparing analyses of proposed allotments to determine consistency with program and financial policies and plans; or preparing special reports on budgetary issues or budgetary planning. OR Education: One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
