The primary purpose of this position is to serve as an advisor to organization and leadership on small Unmanned Aircraft Systems (UAS) airspace integration, standardization, and operations matters of UAS. Serves as the small UAS expert technical advisor on airspace integration and management issues.

Duties

DUTY 1: Serves as UAS Integration Flight and principle expert advisors to WPAFB on small UAS airspace integration, deconfliction, and management matters. DUTY 2: Direct and/or provide technical expertise for WPAFB airspace integration activities related to developing standards, procedures, policy and enabling technology necessary to safely integrate small unmanned aircraft operation with manned aircraft operations in non-segregated airspace. DUTY 3: Plans, organized, and trains users of WPAFB ensuring that the Unmanned System operations comply with legal and regulatory requirements and meet customer needs. DUTY 4: Must be articulate, in both written and oral form, to communicate issues and requirements to both domestic and foreign stakeholders as well as formulate and coordinate decisions and policies to and for senior USAF and other government agencies. DUTY 5: Assist WPAFB organizations and mission partners and non-DoD agencies in the development of UAS guidance, policy and procedures, training materials, concepts of employment and operations (CONEMPS/CONOPS) and tactics, techniques and procedures (TTPs).

  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Air Traffic Control Series 2152. There are no Group Coverage Qualification Standards for this series.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing expert technical advisor duties on airspace integration and management issues; managing airspace management programs and the development of Unmanned Aircraft Systems (UAS) airspace coordination with the integration policy and procedures; this includes providing analysis, research, training, operational, and airspace management support to implement and sustain the unmanned aircraft systems programs. Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization of which is stated above. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Detailed, comprehensive knowledge of USAF, AFMC owned and/or leased UAS operations including physical and performance capabilities and limitations. Air Traffic Control or Pilot certifications desired. Comprehensive knowledge of FAA, OSD, USAF, AFMC UAS/airspace management regulations, instructions, and guidance. Knowledge of USAF, AFMC UAS CONOPS/CONEMPS, and Tactics, Techniques, and Procedures. Combat airspace operational experience or combat airspace instructor experience is highly desired. Comprehensive knowledge of FAA, AFMC, USAF, UAS operations, lessons learned, and operational policy and procedures. Close coordination with these agencies is constantly required and knowledge is not limited to the air traffic control career field alone. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level UAS plans and programs in areas such as NAS access, ATC operations, airspace and frequency management, and scheduling. Comprehensive knowledge, and at least two- -years of experience, using the FAA COA on-line application system (current/active FAA COA account holder is desirable). Employee must be thoroughly familiar with the COA application process, policies, and procedures for obtaining an FAA COA for UAS operations in the NAS. Knowledge of USAF, and AFMC UAS program goals and objectives; the sequence and timing of key UAS operational events and milestones; methods of supporting the milestones to ensure effectiveness of planning actions related to actual events. Ability to formulate, coordinate, and present both verbal and written reports and analysis related to technical and operational issues customized to meet the needs of tactical, management and policy level personnel as well as senior military, federal, and industry leadership. Knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the various applications/mission sets of USAF and AFMC small unmanned aircraft as it applies to assigned programs and systems. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; to negotiate complex issues and to maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
