The primary purpose of this position is to serve as the historian for the Air Force Personnel Center. Plans, conducts, organizes, and synthesizes responses to historical inquiries involving primary archival documentary materials. Responds to high-level historical research requests. Manages the center history program and prepares annual histories, special studies, and monographs.

Duties

Performs professional historian duties including archival research, scholarly analysis, interpretation, writing of annual history, and presentation of findings in historical studies on a range of complex subjects. Serves as authoritative advisor, responds to queries, and conducts outreach. Creates special studies, presents lectures, participates in seminars, and conducts staff visits. Plans, organizes, and directs the activities of the history office, ensuring the history office and its programs, complies with legal and regulatory requirements. Develops and implements the AFPC Oral History program, crafting interview techniques and questionnaires to establish the AFPC oral history archive.

  • At a minimum, qualification requirements stipulated by the Office of Personnel Management for the GS-0170 occupational series must be met.
  • Must be able to obtain and maintain a Top-Secret clearance
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Incumbent will exhibit professionalism, diplomacy and tact in daily interactions, high-pressure situations and while interacting with high-ranking U.S. and foreign officials.
  • The work may require travel away from the normal duty station on military or commercial aircraft.
  • A copy of the signed conditions of employment will be provided to all employees and their supervisors; additionally, the original will be placed in the official personnel file.
  • This is a Centrally Managed Position in the History and Museum Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations. DNRP is Authorized
  • This is an Obligated Position in which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, History Series 0170 + IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree in history or related field that included at least 18 semester hours in history. OR A combination of education and experience. Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. Graduate study in the social sciences or humanities may also be credited when such study included training in historical research methodology; or the thesis approached the subject from an historical viewpoint and used professional historical research methodology and techniques in its preparation. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes performing duties using: knowledge of historical principles, projects, concepts, research techniques and sources, and methodology; knowledge of history programs and current operations, policies, programs, and activities; knowledge of history program policies and practices to perform organizational research, research planning and support, research projects, and research design; the ability to plan detailed and complex studies; anticipate and solve problems; collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources; and to communicate effectively; and the ability to critically evaluate sources of information and to establish validity of historical facts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional historical principles, projects, concepts, research techniques, sources, and methodology. Knowledge of and general understanding of federal government history programs and current operations, policies, programs, and activities, especially as they apply to a large complex installation or center and its mission. Knowledge of history program policies and practices to perform organizational research, research planning and support, research projects, research design, and military research. Knowledge of effective techniques required to conduct oral history interviews and research. Ability to plan detailed and complex studies; anticipate and solve problems; collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources; and to communicate effectively. Ability to critically evaluate sources of information, and to establish validity of historical facts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
