About the Position: The Facility Operations Specialist (Contract Navigation Lockmaster) will determine operating, maintenance, and improvements of District supported lock and dams, to ensure effective and efficient operation of the facility and exercises responsibility for the integrity of the lock and dam which is operated by the contractor.

Duties
Ensure effective and efficient operation of the facility and exercises responsibility for the integrity of the lock and dam which is operated by the contractor.
Observe contract employees performing their duties and the completed work for deficiencies and check data entered.
Meet with contractor to discuss plans and schedules for minor repair or maintenance of operating machinery which affect lock operations.
Coordinate quality assurance programs and related operation and maintenance contract standards to assure consistency and uniformity.
Develop long range, multi-year work plans for operation, maintenance, and repair of Lands and Facilities.
Review contract related budget requests to determine the costs, advantages, or disadvantaged or contracts.
Participate in project design process, review of design analysis, plans, specifications, construction, and other engineering activities for the project facilities.
Make decisions to ensure the operational efficiency of facility during emergency situations.
Review work of contractors to ensure the code and regulatory standards are met.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Mission Essential position and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.
- Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements.
- Incumbent may also be required to have a valid state driver's license based on job-related, site-specific requirements.
- Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
- Must be able to lift up to 50 lbs.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes:1) experience coordinating Operations & Maintenance contract activities of an organization; 2) experience coordinating the daily operations of an organization; 3) managing maintenance programs for office, planning maintenance activities, and developing preventive maintenance programs; and 4) experience maintaining equipment to avoid costly breakdowns and repairs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in engineering, industrial arts, property management, or business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
