This position is located in the Office of Antiterrorism Assistance (ATA), Training Directorate (T), Bureau of Diplomatic Security (DS), U.S. Department of State (DOS).  You will serve as an analyst providing technical expertise in contract administration functions as well as contract implementation, execution, and operation that facilitate ATA’s delivery of counterterrorism and law enforcement training, equipment, and materials to foreign countries and their security officials.

Duties

Serves as a Contracting Officer’s Representative (COR) and performs specified contract management duties related to the implementation and execution of assigned contract(s). Tracks all modification actions to assigned contracts and the impact on performance caused by modification requirements. Reviews annual contract renewal requests to exercise options to extend the term of assigned contracts, providing justification to support continuing program needs, and performs price analysis to ensure continuation is at a fair and reasonable price. Collaborates with Program Managers and other personnel in developing and implementing program goals ,strategic objectives, short- and long-range plans, and policies. Interprets technical, legal, and audit decisions to analyze their impact on existing and future procurement actions and identifies/recommends trade-offs and/or alternate courses of action when necessary.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience applying  contracting rules and regulations to provide oversight of complex contracts. -Experience developing and implementing program goals, strategic objectives, and short- and long-range plans and policies.  -Experience analyzing and evaluating the quality, effectiveness and efficiency of protective security programs. There is no substitute of education for specialized experience for the GS-13 position.
