This position located in the Office of the Chief, Health Administration Service (HAS), whose responsibility it is to represent both the Medical Center Director (MCD), the Chief, HAS, Assistant Chief, HAS and the Chief, Centralized Business office on all administrative matters occurring during other than a normal tour of duty. The Administrative Officer of the Day is delegated authority and responsibility to act for the MCD in medical administrative matters occurring during their tour of duty.

Duties

Position Description/PD#: Medical Administrative Assistant/PD02252A Work Schedule: Monday - Friday 07:00 am - 5:30 pm Major Duties: Prepares various Fee Basis letters, forms, or other appropriate correspondence pertaining to Fee Basis programs including denials and approvals. Enter orders on patients for various tests or consultations through CPRS or GUI computer software as ordered by the requesting Fee basis physician. Ensures that VISTA and Network systems is operational; evaluates and resolves computer related problems Participates in special projects of analytical studies of problem areas. Makes recommendations or suggestions for improved methods and procedures; coordinates, implements and completes accepted changes. Monitors the local HEAR system network for potential transfers to the Medical Center and any other emergency situations. Monitors the Medical Center's local radio system for assistance or any emergency situations. Participates in special projects of analytical studies of problem areas. Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission, nursing home, dental, fee basis, outpatient care, prosthetic appliances, patient transfer, and beneficiary travel. Authorized as certifying officer for documents pertaining to the administration of laws concerning VA. Coordinates the resolution of medical-legal problems concerning the medical center. Ensures that appropriate legal, regulatory and policy requirements are met. Processes administrative issues surrounding beneficiary death, seriously ill cases, elopements, suicides, assaults, deaths on arrival (DOA's), homicides, cost recovery matters, and facility or community disasters, etc. Notifies appropriate personnel on all codes and alarms Including fire and intrusion. Assumes control of communications and notifications in event of local and civil disasters, in accordance with local facility disaster plan. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Compressed/Flexible: Not Authorized. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: GS-06: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Providing administrative guidance to the Medical Officer on Duty and other clinical staff., 2) Responds to inquiries from concerned veterans, families, visitors, law enforcement officials, representatives from private medical centers, veterans service organization representatives., 3) Receives provider call offs and contacts patients of the affected clinics to notify of cancelled appointment and 4) ability to use all computer menus relating to processing data for Fee Basis, admission, discharge, transfers, determining legal entitlement of veterans to benefits, outpatient scheduling menu, and CPRS. Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Providing administrative guidance to the Medical Officer on Duty and other clinical staff., 2) Identify and analyze complex problems or situations with a range of variables., 3) Locate and interpret all applicable regulations. and 4) Ability to use all computer menus relating to processing data for Fee Basis, admission, discharge, transfers, determining legal entitlement of veterans to benefits, outpatient scheduling menu, and CPRS. Physical Requirements: The work is principally sedentary; however, walking, standing, bending, reaching, and some lifting are customary physical demands of the position. A great deal of time is working on a computer, reading and typing. Typewriter is also used when required. Position requires rotating tours of duty including weekends and holidays Work Environment: Work is performed in an office/waiting room setting where patients/veterans with a variety of medical problems (including psychiatric conditions) apply for medical care. Must be able to deal with the irate, chronically ill, verbally abusive veterans or veterans with decreased mental capacity, and the elderly with tact and diplomacy during stressful encounters and numerous interruptions. The incumbent may be exposed to communicable diseases. There is a possibility of physical and/or verbal abuse and safety precautions need to be observed. Occasionally, the incumbent may be exposed to outdoor weather conditions or contagious disease in patient care areas.
