About the Position: This position is located in the Programs Management branch of Planning, Programs, and Project Management Division, Omaha District, US Army Corps of Engineers. The office is located in downtown Omaha, NE, near the Missouri River and the city's wide array of parks, museums, historic sites, restaurants, and entertainment venues.
Duties
Apply project management knowledge, e.g., project management principles, USACE organizational structures, workload/manpower management, operating budgets, finance and accounting, and other functions to achieve scheduling, funding, and programs goals.
Work with Project Managers, Program Analysts, Project Schedulers, technical managers, and functional chiefs to ensure that all projects are identified and correctly entered into the P2 system.
Develop the District's overall project management plan to ensure a uniformity of project management processes for P2 data entry and reporting, for District programs.
Perform broad-scope and long-range program and project management studies for the District programs to refine business processes using the P2 system.
Serve as a District Primary Local Configuration Manager (PLCM) for P2.
Assign users permissions and rights to appropriate projects.
Conduct training classes within the District on the operation of the P2 system.
Supervise and direct employees in their management of various complex administrative, technical, and professional services programs and projects through the control of the P2 Requirements.
Plan, organize, and direct team study work and to implement recommendations where the proposals involve substantial agency resources, requires extensive changes in established procedures, or may conflict with the desires of the activity studied.

Specialized Experience: One year of specialized experience which includes: 1) Applying policies, procedures, and guidance related to project schedules and/or work breakdown structure; AND 2) Analyzing project management databases for changes in resources, budgets, and/or schedules; AND 3) Directing work assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
