This full-time position is located in the Education Service, Memphis VA Medical Center. The position reports to the Chief, Veteran/Employee Education Service. Education Service is responsible for developing, coordinating, and providing educational and training opportunities for all staff in the medical center.
Duties
The incumbent serves as program support to medical center Tuition/Travel Program by coordinating meetings, scheduling rooms, preparing agenda for bi-weekly meeting; preparing minutes for signature and subsequently disseminating minutes to the appropriate individuals. Responsible for receiving travel requests, researching alternative travel arrangements that are more fiscally beneficial to the government and disseminating information according to established protocol.
Major Duties :
Incumbent is responsible for maintaining an extensive database for tracking and trending requests that are approved for each service and individuals within those services according to VACO guidelines; compiles, analyzes and interprets statistical information regarding education and travel requests and uses it to make recommendations to the Chief, Veteran/Employee Education Service.
Management of the Government Purchase Card Program.
The incumbent shall verify availability of funds prior to making a purchase and complying with the single purchase limit and monthly limits placed on the card.
The incumbent provides administrative assistance in planning and budgeting for control points related to employee tuition.
Coordinates all aspects of BLS/ACLS programs to include scheduling classes, maintaining records and certifications, assigning classes and recording credit in TMS. Serves as a BLS instructor.
Receives all visitors and telephones to the Veteran/Employee Education Service and other Education personnel.
Responsible for accumulating information, data analysis and planning necessary for administrative recommendations and/or decisions to implement efficient service management and resolving service problems.
Incumbent provides program support to the TMS system by performing assignment manager duties for TMS courses which includes responsibility for independently making learning assignments, providing credit, and performing other TMS duties as assigned by the education specialist.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6 must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
In addition to meeting the time-in-grade requirement, applicants must meet the following specialize experience:
Specialized Experience: Applicants must have one (1) full year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Processing correspondence, memorandums, suspenses, and other forms of written communication to ensure appropriate and timely routing and grammatical correctness; maintaining appointments and calendars, to include resolution of calendar conflicts, scheduling appointments, and coordinating meetings as requested; scheduling travel arrangements; coordinating purchase of office supplies and equipment to meet the organization's needs.
Preferred Experience:
Experience with purchase card and COR experience as he/she has responsibility for maintaining control points used for medical center education & training activities. Enters 2237s and makes purchases using government purchase card.

Physical Requirements: The majority of work is performed in an office setting with adequate light, heat, and ventilation. Typical office setting, subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis. Work is mostly sedentary; however does require standing, ambulation, bending, lifting of objects less than 25 pounds, and pushing of carts.
