About the Position: As Section Chief, reports to the Military Branch Chief of the Planning, Programs and Project Management Division, providing planning and engineering support to various installations, including Army Posts, Air Force Bases, Army Ammunition Plants and other Department of Defense (DOD) agencies.
Duties
Provides oversight and guidance to Project Managers in the execution of their assigned projects.
Provides training and guidance to Project Managers in the Military Construction (MILCON) process.
Provides training and guidance to Project Managers in the planning and execution of Military Facility, Sustainment, Restoration, and Renovation projects.
Provide technical instructions and assistance to subordinates on AE contracts to include scope development, IGE development and negotiation and award of task orders.
Supervises the data management process for the overall Military Program to ensure accuracy and timely updating of the Project Management Data and Financial Management systems.
Plans work, sets priorities and assigns work to be accomplished. Review completed work for general sufficiency and adequacy.
Advises and instructs on both technical and administrative matters. Analyzes work techniques and makes recommendations for improvement.
Controls and manages project milestones and budgets from planning through construction and initial operations.
Reconciles sponsor/customer concerns, assuring that all participating parties are informed of project progress, issues, and impacts.
Represents the District Commander, serving as the district's primary point of contact with sponsor/customer, Federal, State, and local government agencies.
Recommends personnel actions, promotes incentives and maintains good employee communication and relations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% for official duties/training.
- One year trial/probationary period may be required.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12).
Specialized experience is defined as:
1. Experience managing the initiation, planning, execution, and closeout of Military Construction (MILCON) projects related to an engineering or construction effort such as major building renovation projects, new building construction.
2. Experience leading multi-disciplinary project delivery teams.
3. Experience using project management business processes such as the Project Management Body of Knowledge, risk analysis processes and scheduling software.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
