This vacancy is for an Employee Assistance Program Manager position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties

Perform program management functions to ensure the effectiveness of the CB EAP and the services extended to CB Regional Office and National Processing Center employees. Develop new EAP program objectives that align with the strategic goals of the Bureau. Supervise and provide guidance to EAP counselors working with employees seeking assistance and diagnostic evaluations to assess problems. Provide short-term professional counseling services to individuals relative to the EAP and as required, refers employees to service providers or other resources for treatment or rehabilitation.

Basic Requirement: Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND Specialized Experience: For GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience is defined as: Conducting interviews and providing professional counseling services related to Employee Assistance Programs; Performing and interpreting psychological tests to assess problems and design treatment plans; Leading, planning, organizing, and directing the work of a project team; and Analyzing established programs and policies for effectiveness and compliance with program requirements. Education: Education cannot be substituted for experience at this grade level. An unrestricted state license in mental health counseling at the clinical or highest level available in states that have tiered licensing schemes, such as: Licensed Professional Counselor, Licensed Marriage and Family Therapist, Licensed Clinical Social Worker, and Licensed Clinical Mental Health Counselor is preferred, but not required for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
