About the Position: This position is responsible for a variety of Defensive Cyber Operations, information management and cyber security operations which encompasses resources, daily operational activities, planning and policy, sustaining functions and management services essential to exercising headquarters information management activities, and the AMC-wide enterprise, responsibilities for the assigned segment of the information technology (IT) management support services.
Duties
Oversee and manage the planning, coordination, and execution of Defensive Cyberspace Operations – Internal Defense Measures (DCO-IDM) aimed at defending
the Department of Defense Information Network-Army (DODIN-A) and other mission-critical cyber terrains against adversarial threats.
Lead the integration of cyberspace defense mechanisms into the Army Materiel Command's Mission Command framework.
Focus on establishing and maintaining cyber resiliency, redundancy, and survivability in coordination with logistics and sustainment operations.
Apply a high level of analytical and strategic thinking to inform commanders about the cyber risk posture of AMC, allowing for data-driven decision-making and mission assurance under all conditions.
Advises system manager and senior leaders/GOs/SESs on trade-offs to ensure IT and OT systems are given a level of protection commensurate with their importance to the mission.
Responsible for decision support by providing time-sensitive and actionable cyber situational awareness to senior commanders and stakeholders, thereby supporting the broader risk management and mission assurance goals of the division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This positipn requires a TS/SCI clearance.
- Position may require temporary duty (TDY) business travel approximately 25% of the time.
- Position may require a one year probation period.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.
- Position requires the incumbent to hold Management Level III Certification under DoD Directive 8140.01 (Cyberspace Workforce Management) and related implementing policies.
- The incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Specialized Experience: One year of specialized experience in providing network/computer security operations and risk management planning, strategic planning, management and technical cyber security of networks, systems, applications, and associated computer hardware/software resources for customers. Experience planning and protecting Cyberspace operations such as the Department of Defense Information Network-Army (DODIN-A). Experience working with IT infrastructure and operations, and providing information and guidance relating to cyber security and cyber operations.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Basic Requirement :Additionally, an IT Specialist at this grade level must have IT-related experience demonstrating each of the following four competencies:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
