Duties

WHAT IS THE FMSS - FACILITIES MANAGEMENT AND SECURITY SERVICESDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Operations Mid-Atlantic The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Assists the specialist in assuring that one or more Facilities Management and Security programs operate effectively and meet customer needs. Reviews procedures, work provided by contractors, customer requirements, and work requests to assure they meet requirements and are complete, clear, and understandable. Uses information, standard data and other reports to determine that established standards for business goals are met. May be assigned responsibility for other FMSS program areas, with technical guidance provided by a supervisor and/or specialist. Reviews information provided by the Employee Resource Center (ERC), contractors, customers, FMSS staff, and from financial and workload reports to eliminate redundant requirements, clarify organizational and funding responsibilities, verify time frames, and explain FMSS processes to customers in other work areas. Collects information regarding timeliness, cost and quality of service delivery. Identifies products and services with excessive cycle times, low customer satisfaction rates, and costs exceeding projections and assists the assigned manager and/or specialist in preparing procedural changes and explaining them to other FMSS staff and to customers. Prepares documents to excess property items. Assists with implementation and administration of various security program components, which could include such functions as Identification Media, Access Control Systems, Alarm Monitoring Systems, CCTV systems; participates in official security reviews and assessments and report preparation; maintains database and documents used to track and monitor security information; assists with emergency preparedness activities; and serves as a first responder during incidents. Provides support to the Specialist in a broad range of facilities programs including but not limited to, mail, property, records, supplies, safety, shred, building services, and real estate.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE/EDUCATION FOR GS-05: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 in the Federal service. Specialized experience for this position includes: Knowledge of programs and operations sufficient to resolve recurring problems in clerical procedures within an assigned organization; Experience assisting others in resolving customer requests for routine services; Experience operating a variety of office automation equipment to enter data in various automated systems; Experience applying grammar, spelling, punctuation and commonly used formats and terminology and experience meeting and dealing courteously and tactfully with customers. OR You may substitute education for specialized experience as follows: A bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. SPECIALIZED EXPERIENCE GS-06: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Specialized experience for this position includes: Experience resolving problems within the assigned organization, Knowledge of physical security program concepts, practices, standards, policies, and procedures taking action, to assist in resolving customers request for routine services; Experience applying technical rules, guidelines, regulations and precedents applicable to the provision of facilities services; Skill in meeting and dealing courteously and effectively with others to accomplish work assignments, clarify requirements and verify completion, experience with Identification card systems (e.g. Personal Identity Verification- Homeland Security Presidential Directive-12 (PIV/HSPD-12), USAccess Applications, etc.); Performance of identification/access card custodian functions: including inventory, reconciliation, filing and secured storage. Skill in operating a variety of office automation equipment to enter data in various automated systems. Experience using and/or applying appropriate grammar, spelling, punctuation and commonly used formats and terminology. SPECIALIZED EXPERIENCE GS-07: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 in the Federal service Specialized experience for this position includes: Experience resolving technical problems within the assigned organization: Knowledge of physical security program concepts, practices, standards, policies, and procedures taking action, to assist in resolving customers request for services; Experience applying technical rules, guidelines, regulations and precedents applicable to the provision of facilities services and physical security to take action and resolve customer's service needs; Working knowledge of theories, techniques and methodologies to determine the effectiveness of program operations; Oral and written communications skills to acknowledge requests, clarify requirements, explain procedures and meet and deal independently with others; Experience with Identification card systems (e.g. Personal Identity Verification- Homeland Security Presidential Directive-12 (PIV/HSPD-12), USAccess Applications, etc.); Experience working with office automation, including identification and electronic access control systems, to enter data, print, issue and activate various types of identification and access media; Performance of identification and access card custodian functions; including inventory, reconciliation, filing and secured storage. Experience using and/or applying appropriate grammar, spelling, punctuation and commonly used formats and terminology to communicate procedural and factual information to customers. AND MEET TIME IN GRADE (TIG) REQUIREMENT: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
