About the Position: This position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of 5 years. Position may be made permanent without further competition.

Duties

Assign work to staff based on priorities, selective consideration of the difficulty and requirements, and the capabilities of employees. Provide the organization leadership with expert analysis and information needed to align requirements and resources to best meet the organizations mission. Participate in process improvement planning, operation, data collection and analysis for the various directorates. Present analyses, studies and manpower reporting to advise management of determinations and recommendations to maintain and improve efficient and effective work operations. Use qualitative and quantitative techniques in analyzing and measuring the effectiveness, efficiency and the productivity of organizational operations. Analyze, interpret, and evaluate current and proposed methods, policies, and procedures for business processes performed in support of organizational operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • Financial Disclosure Statement OGE Form 450 is used to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle -Financial Management, section 1051, amending 10 United States Code, section 1599d.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Analyzing and evaluating the effectiveness of programs and operations within an organization for senior leadership of an organization; 2) Developing life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs; 3) Supervising, establishing performance standards and assigning work to subordinates; AND 4) Maintaining an organization's manning document (such as Table of Distribution Allowances (TDA)) and assist higher level employees with the development of plans and programs for future manpower authorizations. You will be evaluated on the basis of your level of competency in the following areas: AccountabilityCustomer Service (Clerical/Technical)Organizational AwarenessProblem SolvingStrategic ThinkingWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
