This position is located in the Human Resources Division for the Agricultural Resource Service (ARS) in Beltsville, MD. In this position, you will perform a variety of technical HR support services in the Compensation/Retirement/ Benefits Branch and Personnel and Labor Solutions (PALS) Branch.

Duties

Serves as a Human Resources Administrator for the USDA Time and Attendance System. Troubleshoots and facilitates the processing of time and attendance actions/timecards, answers questions, and provides guidance to employees, their supervisors, and timekeepers. Researches and reconciles a variety of agency automated human resources/payroll information system problems. Maintains the case management tracking system to produce accurate reporting. Manages the random drug-testing and pre-employment drug screenings.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Time-in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For example, an applicant must serve 52 weeks at the GS-05 grade level in order to be eligible at the GS-06 grade level. GS-05 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-05 includes one year of specialized experience comparable to GS-04 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with time and attendance (T&A) or payroll functions; running or maintaining HR-related reports; balancing competing priorities, and managing phone and email information for intake in case referrals to specialists. OR Education: 4 years of school above the high school level at an accredited school, college, or university. OR Combination of education and experience: A qualifying combination of specialized experience and education as described above. GS-06 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience correcting and validating time and attendance (T&A) and payroll data; utilizing human resources systems to run and analyze reports, and establishing and maintaining electronic filing systems to meet program needs for information storage and retrieval. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
