This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA-Modified Direct Hire Auth, Section 1109; PL, 116-92 dated 12/20/2019 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: US Army Garrison Command Fort McCoy, Directorate of Public Works, Operations & Maintenance Division, Water & Waste Water Branch. Fort McCoy is located in west-central Wisconsin, midway between Chicago and Minneapolis, just off Interstates 90 & 94.

Duties

Maintain water and wastewater treatment systems and associated equipment in order to ensure proper operation. Perform preventative maintenance on equipment and conduct daily testing of drinking water and wastewater systems in accordance with State and Federal regulations. Perform laboratory duties to ensure water and wastewater are meeting standards. Use knowledge derived from various sources and experience to maintain and repair water and wastewater plant equipment. Perform duties in accordance with all safety and security regulations and guidelines. Oversee the operation of water and wastewater systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Hours of work is subject to rotating shifts including weekends and holidays; and irregular hours which may include evenings and nights.
  • This position requires a medical examination prior to employment and annual physicals.
  • This position requires a valid state driver's license.
  • This position has a requirement to lift up to 60 lbs. in the regular performance of duties.
  • One year trial/probationary period may be required.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Utility Systems Operator ~ without more than normal supervision. Performing some tasks of troubleshooting, repair, and maintenance tasks for water and/or wastewater treatment plant equipment; test drinking water samples for compliance with regulations; maintain daily records and logs; operate water distribution valves and hydrants; and operate primary and secondary wastewater treatment under the supervision of a work leader or journey-level employee who reviews my work for completion - Failure to meet this Screen out Element will result in an ineligible rating. In addition to the Minimum Qualifications you must possess at least one of the following: In order to qualify at the WG-07 level, applicants must Obtain and maintain a State of Wisconsin Water Supply Grade T - Operator-In-Training certification OR State of Wisconsin Wastewater Operator-in-Training certification within 6 months of entry. In order to qualify at the WG-09 level, applicants must possess State of Wisconsin Water Supply Grade T - Operator-In-Training certification AND State of Wisconsin Wastewater Operator-in-Training certification upon entry. In order to qualify at the WG-10 level, applicants must possess State of Wisconsin Water Supply Grade T - Operator-In-Training certification and State of Wisconsin Wastewater Operator-in-Training (OIT) certification including OIT certifications in all of the following subclasses: Biological Treatment - Suspended Growth Processes; Solids Separation; Solids Treatment - Biological Solids/Sludge Handling, Processing, and Reuse; Disinfection; Laboratory; and Nutrient Removal - Total Phosphorus upon entry. PHYSICAL EFFORT: Incumbent operators perform considerable walking, standing on concrete floors, climbing stairways, and working outdoors under adverse conditions. Moderate to heavy physical effort is required to turn valves, operate equipment, and lift bags of chemicals. Operators are required to lift up to 60 pounds occasionally, and carry heavier items with assistance of other workers, or with lifting devices. WORKING CONDITIONS: Operators will work outdoors under adverse conditions for periods of time. They must drive outside under wintry conditions, and are required to clear snow to plant basins, wells, and the water plant. They are subject to cuts, bruises and abrasions from use of tools and equipment. Subject to chemical burns and exposure during laboratory work, and in specific locations at the wastewater Treatment Plant, and Water Plant. Operators are required to follow safety practices and use safety and personal protection equipment.
