This position will be located at the Western North Carolina VA Health Care System within Mental Health Service Line (MHSL). The incumbent serves as an integral part of the core Service Line leadership team as well as supporting other managerial members of the Service Line. Program Specialists are cross-trained in three major focus areas to provide continuous availability of services. A substantial practical and specialized knowledge in a wide range of tasks and project management is essential.

Duties

Duties to include, but not limited to: Management of clinical data, administrative support of the Service Leadership team and other managerial members, tracking human resources and managing employee records, and facilitating onboarding and training of clinical providers and trainees. Collaboration with and serving as Liaison to other Services and external affiliates including specialists in credentialing, education, HR, facility and VISN regional offices for the purpose of ensuring timely documentation, response times, productivity, funding, reporting, and compliance with VA policy and regulations of The Joint Commission and other accreditation bodies. Gathers, interprets and compiles data to conduct analysis of problems/issues. Correlates narratives and statistical information. Develops, tracks and manages data for recurring, non-recurring and time-sensitive reports. Reviews reports; revises, sorts, calculates and retrieves information to ensure accuracy and completeness; enters pertinent information into specialized automated tracking systems; and develops tracking systems. Maintains databases, spreadsheets, Share Points and other tracking mechanisms which aid in operations management (e.g., strategic planning, staffing/recruitment, budgeting, performance improvement, policy development). Prepares and coordinates paperwork and personnel for professional standards boards, market pay reviews, and performance contracts. Manages employee competency records in compliance with accreditation governing bodies. Analyzes returned documents regarding credentialing and privileging documents for completeness and maintains files for staff, physicians, and trainees. Incumbent is responsible for customer service, quality, and/or productivity programs. Plans and/or accomplishes special projects. Responsible for applying and interpreting established applicable policies, procedures and guidance; and providing guidance on regulations, policies, standards, or procedures to management and personnel. Identifies problem areas or inherent weaknesses in processes, procedures and/or information systems; and participates in performance improvement projects to resolve problems that are of a procedural or factual nature. Develops reporting procedures, sampling techniques, and measurements at various points in the credentialing and privileging process; facilitates onboarding and orientation of new hires and trainees. Functions as the administrative support person for the purpose of facilitating and troubleshooting patient and administrative issues related to the consult process of specialty care within the service line. Work Schedule: Monday-Friday 7:30AM - 4:00PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with credentialing processes, facilitating training programs, problem solving, data management, exceptional communication and interpersonal skills, both verbal and written. Skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access, and VHA databases. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours and specialized experience to qualify. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary. The work requires some walking, standing, bending, lifting and carrying light items such as paper, books, and charts.
