You will serve as an Intelligence Specialist (Naval Information Forces Liaison) in the Naval Personnel Command of NAVAL INFORMATION FORCES. This position is located in Millington, TN. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as the Naval Information Forces liaison to the Naval Personnel Command (NPC) and Naval Recruiting Command. You will advise Navy IW Flag Officers and Senior Executives responsible for managing the health and welfare of the IW and Intelligence investment 32,000 active duty officer and enlisted billets which comprise the IW Community structure. You will drive efforts to ensure the manpower and personnel requirements of IW and Naval Intelligence are supported by the Manpower, Personnel, Training and Education (MPT and E) enterprise. You will follow broad objectives and recommend a full range of DoD and Navy policy and/or guidance to improve fill rate of Intelligence - funded billets.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year DCIPS trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Representing Information Warfare Community (IWC) Flag lead in building Officer and Enlisted accession plans to meet IW requirements, promotion plans, retention plans, lateral transfer plans, force shaping plans, incentive plans, force modeling and forecasting, community health assessments, strategic-level options, and other analyses that are timely, data-driven, and accurate; 2) Utilizing knowledge of manpower and personnel requirements of IW and Naval Intelligence that are supported by the manpower, personnel, training and education (MPT&E) enterprise; 3) Performing a wide range of complex General Defense Intelligence Program (GDIP) and Military Intelligence Program (MIP) analysis; and, 4) Recommending a full range of appropriate DoD and Navy policy and/or guidance to improve fill rate of intelligence funded billets.
