This position is open to National Park Service (NPS) current permanent employees on a competitive appointment and employees that meet Land Management Authority.
Duties
The incumbent serves as a Concessions Management Specialist performing a variety of duties in the administration of concession contracts and commercial use authorizations (CUA). The Commercial Services Program at Glacier National Park, while only having an approximate 4-month operating season, is quite complex. It is a dynamic operation encompassing six diverse concession contracts and 40-45 CUAs.
Coordinate and conduct evaluations of visitor services and facilities.
Coordinate, and conduct comparability studies on which to base rate decisions, collecting and compiling information.
Prepare annual overall ratings and review, and update concession contract operating and maintenance plans to ensure appropriate services and pricing are being provided in accordance with contract provisions, regulations, and Service policy.
Work with other Commercial Services staff to confirm compliance of the terms and conditions of concession contracts.
Review the Risk Management Programs for assigned contracts to ensure compliance with risk management standards.
Ensure deliverables/reports are received and reviewed in accordance with the contract requirements.
Assist in commercial services planning and assists in developing future contracts and prospectus documents
Assist with the issuing and monitoring of Commercial Use Authorizations (CUAs).
Collaborate with other parties to ensure effective concessions operations.
Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, assigned landscapes and vehicle tours. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include/require hiking on park backcountry trails, overnight stays in the backcountry which requires carrying a backpack, horseback riding, extensive walking, etc. There may be some requirements to travel on water vessels. A current driver's license is required.
Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the park and may include confrontations with wildlife and exposure to the elements. Risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-07:
Specialized Experience: One year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) participating in the oversight and management of commercial or public sector visitor services (e.g., concession contracts, commercial use authorizations, public sector visitor services); (2) participating in evaluations of concession or other similar operations and facilities to determine if they meet applicable standards, requirements, and regulations. (3) drafting written documents, reports, and correspondence related to concessions and/or commercial or public sector visitor services; (4) responding orally to inquiries regarding the agency's activities, mission, and goals.
OR
Educations: Successfully completed one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position.
OR
Combination: Have an equivalent combination of specialized experience and graduate level education described above in A and B, when combined, equals 100% of the total requirement. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts.)
OR
Superior Academic Achievement (SAA): Successfully completed all of the requirements for a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meets one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society.
GS-09:
Specialized Experience: One year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) participating in the oversight and management of commercial or public sector visitor services (e.g., concession contracts, commercial use authorizations, public sector visitor services); (2) conducting evaluations of concession or similar operations and facilities to determine if they meet applicable standards, requirements, and regulations; (3) composing written documents, reports, and correspondence related to concessions and/or other commercial or public sector visitor services; (4) responding orally to inquiries regarding the agency's activities, mission and goals.
OR
Education: Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education).
Combination: Have an equivalent combination of specialized experience and graduate level education described above in A and B, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (You must submit a copy of your transcripts.)
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
