About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th MI BDE, 782D MI BN responsible for working at a developmental level to assist with developing capabilities in support of Joint and National Cyber Warfare requirements.
Duties
Developing software projects which provide offensive and defensive cyber capabilities and effects
Exploring research initiatives that may produce new cyber tools, exploits, or offensive capabilities and effects
Developing Cyber capabilities projects and deadlines within the available resources
Resolving policy conflicts in terms of established objects on Cyber capabilities projects
Representing the Cyber Solutions Development Detachment to external organizations in reference to offensive cyber development activities
Providing advice on policies and strategies related to the acquisition and development of offensive cyber capabilities
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
- Temporary duty (TDY) travel may be required 25% or less.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Under crisis operations, may be subject to short notice expanded hours, possible recall situations, and irregular work hours, including weekends/holidays. Overtime/shift work may be required.
- Position is considered Non-Combat Essential (NCE) in support of the Army’s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
- Must maintain certain levels of medical, security, performance, conduct, and overall fitness to ensure suitability for assignment to an austere and stressful combat environment.
- Position is designated Mission Essential and the incumbent must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-05 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as experience assisting with developing software projects which provide offensive and defensive cyber capabilities and effects; directing software design and architecture validation; and conducting penetration testing and system attack. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-05).

Successful completion of one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position, such as, Computer Science, Computer Engineering, Software Development, etc.
OR
Successful completion of a Bachelor's degree AND Superior Academic Achievement in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Computer Engineering, Computer Science, Software Development, etc.
OR
A combination of specialized experience as described above, but less than one year, and some graduate education as described above, but less than the required one year.
This is a developmental position with a full performance level of GG-13; however, selection will be made at the GG-07 grade level only. Current Department of Army employees at the full performance level of this series who apply to the GG-07 level will be excluded for consideration.
This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GG-13. At the GG-07 grade level, the employee will progressively acquire the background necessary to perform at the full performance level of GG-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
