You will serve as an Explosive Safety Specialist in the Ordnance Environmental & Infrastructure Directorate (N4), Facilities Planning & Certification Branch, (N41) of NAVAL ORDNANCE SAFETY SECURITY ACT.
Duties
You will specialize in the area of Explosives Safety for Naval Facilities with specific areas of expertise in Explosives Ordnance Disposal, Aviation Ordnance, and/or Ground Ordnance
You will serve as a technical consultant for senior explosives safety personnel in the formulation and implementation of conventional explosives safety criteria and policies ashore
You will develop Navy-wide explosives safety policy relative to his/her area of expertise as it pertains to explosives safety management ashore.
You will provide technical guidance, present briefings to obtain consensus/approval, including interpretation of explosives safety criteria to Navy and Marine Corps Commands and installations in support of site planning and site approval preparation.
You will investigate and analyze, when directed by NOSSA Command, accidents related to explosives safety, safety equipment malfunctions, and program deficiencies to determine circumstances and causes.
You will review Naval Installation Site Approval Requests (SAR's) which include facility drawings and maps, specifications, and project justifications, and recommend approval/disapproval.
You will review Naval installation deviation {Waivers, Exemptions, and Secretarial Certification) initial or renewal requests for Naval installations to
ensure compliance with the policies and procedures for deviations as defined by regulations.
You will serve on, and represent the Navy, on Department of the Defense Explosives Safety Board (DDESB) sponsored policy Working Groups for
Intentional Detonation, Automated Site Planning, Waivers and Exemptions, protective Construction, etc.
You will define, direct, or lead challenging projects, and find ways to identify new methods or criteria changes to resolve highly complex problems not susceptible to current criteria.
You will serve as an instructor for the Naval Facilities Planning Course, AMMO 36, as directed by N41. As the subject matter expert (SME) the incumbent would foster individual and team development through instruction and mentoring.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and advising on explosives safety programs related to ordnance operations, structures or facilities.
