This position is located in the Facility Management Department (FMD) of the Facility Support Directorate located in the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The purpose of the position is to provide supervision and guidance to subordinate employees. The position is responsible for planning the day-to-day operations of the areas under his/her control.

Duties

The Housekeeping Aid Supervisor is responsible for the implementation of the sanitation program in an assigned area to provide a clean and sanitary environment for patients and employees. Area consists of all types of medical center space (i.e., wards, dayrooms, offices, clinics, corridors, stairs, etc.). Exercises supervision over 15 to 35 permanent and/or temporary employees in grades WG-2 through WL-2. Incumbent may work with a subordinate leader position and may be required to exercise technical or training supervision over therapeutic work incentive patients and such temporary work therapy patients assigned to area. Duties include but are not limited to: Supervision/Leadership - 50% Makes inspections of the assigned area on a daily basis to insure quantity and quality of work accomplished meets established performance standards and to control manpower utilization. Prepares monthly reports to the Chief, Sanitation Section listing deficiencies noted in the area, to include follow-up reports on the corrections of those deficiencies. Promotes conservation of utilities, supplies, equipment, and man-hours. Investigates and corrects or initiates the correction of any situation found within assigned area that threaten the safety, sanitation or welfare of patients or employees. Orients and trains new employees and limits assignments of new employees to activities for which they have been adequately trained. Motivates subordinates to operate as an effective working unit, redirecting the individual workers and assigning the particular work or tasks to be performed as a result of unanticipated circumstances. Makes Schedule and Unscheduled inspections of completed work to compare adherence to instructions and adherence to instructions and established practices. Counsels subordinates concerning deficiencies or improper procedures, gives guidance and takes progressively firmer action as necessary to correct the situation. Prepare progress reports and ratings and discusses performance ratings with subordinates. Submits to supervisor information needed to issue further progressive disciplinary actions (reprimand, suspension, removal). Evaluates the performance of subordinate employees, determines training needs, recommends reassignments or promotions and conducts formal appraisals in accordance with the Performance Appraisal System. Advises and consults employees on their performance. Administrative - 50% Monitors supply and equipment request of subordinates, insuring availability of supplies and equipment to accomplish the assigned mission. Upon discovering or receiving a report of defective equipment, prepares a work order or initiates replacement action. Inventories furniture and equipment assigned to Sanitation Section and reports any unexplained removal of Government property from the area to which it was assigned. Maintains records of cyclical cleaning activities and schedules these activities appropriately. Determines need and recommends appropriate administrative action in order to promote morale and efficiency of employees; using disciplinary actions and performance awards as specified in VA Memorandums, VA Manuals, Union Contract, Facility Management Service Directives and FHCC Joint Policy Instructions. Promotes management programs such as EEO, Employee Suggestion Programs, Merit Promotion, Combined Federal Campaign. Establishes deadlines and priorities based on schedules and policies and reviews progress. Incumbent plans and collaborates with the Section Chief in conducting studies concerning work flow, design and development of new tools and equipment, regrouping of functions, staffing requirements, layout of work and work measurement standards as they relate to assigned group. Estimates and assigns time, equipment material and manpower required for each assignment and project and informs higher level supervisors of the need to revise work schedules, re-estimating labor and other reasoning. Work Schedule: Multiple Shifts Available: Sunday - Thursday (Off Days are Friday & Saturday) - 7:00 AM - 3:30 PM / 3:00 PM - 11:30 PM / Midnight - 8:00 AM Tuesday - Saturday (Off Days are Sunday & Monday) - 7:00 AM - 3:30 PM / 3:00 PM - 11:30 PM / Midnight - 8:00 AM Position Description Title/PD#: Housekeeping Aid Supervisor/PD0691A Relocation/Recruitment Incentives: Not authorized Critical Skills Incentive: This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive through September 7, 2024. Candidates may be eligible for a lump sum CSI for a pro-rated amount if onboard prior to the CSI expiration date. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI. NOTE: Candidate may be required to serve a one year supervisory probationary period

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Ability to supervise Housekeeping Aids. Your background must demonstrate experience performing routine Housekeeping Aid or Custodian techniques, procedures and functions, under normal supervision, and includes working cooperatively, mostly as a member of a group, but may have lead or supervised a small group of workers to complete a specific assignment or project. Performing duties such as working in the intensive care unit, patient isolation, emergency room, removing infectious waste, spot washing soiled walls, mopping floors, washing beds, cleaning bathrooms and cleaning equipment for the purpose of cleanliness, storage, and inventory. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Continuous standing, bending, stooping, working, climbing ladders, and heavy pushing when removing trash, soiled linen, mopping, wall washing, cleaning vents, light fixtures, etc. Frequently lifts or moves objects up to 50 pounds. Visual acuity must be sufficient to see dust, dirt, and cobwebs. Working Conditions: Work is usually performed in a well-lighted, well-heated building with generally favorable working conditions but, at times, subjected to disagreeable odors, infectious materials, and other environmental conditions prevailing in a medical and surgical hospital. Incumbent must be alert to safety hazards, as well as observing and practicing safe procedures and universal precautions, when working with and around potentially contaminated areas.
