The primary purpose of this position is to serve as a Mobility-Transportation/Logistics Planning specialist responsible for contingency and daily operational planning at the strategic-theater and operational level for Homeland Defense and Homeland Security matters.
Duties
Serves as the Command focal point for mobility, transportation, and logistics matters in the Logistics and Engineering Directorate, N&NC J4.
Responsible for writing the mobility, transportation, and logistics portions of base plans, annexes, appendices, estimates, assessments, and orders in deliberate and crisis-action planning actions IAW the Joint Planning Process and the Joint Operations and Planning Execution System (JOPES).
Possesses operational knowledge of and participates in determining the direction of logistics information systems supporting strategic-theater and operational in-transit visibility, force tracking, and planning operations for Homeland Defense and Security operations.
Represents NORAD and NORTHCOM J4 in Command Global Force Management Planning, Joint Deployment Planning, Joint Deployment Distribution Community, and other Command and Inter-organizational Operational Planning Working Groups or teams.
Develop in depth knowledge on DOD & Air Force vehicle management regulations and maintain a working relationship with HQ Air Staff/A4, AFSPC, and 21 LRs to manage the NORAD and NORTHCOM program and resolves issues.

- Incumbent will be required to travel by military or civilian aircraft in the performance of temporary duty assignment.
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal (con't)
- (con't) drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist Series, 2101.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of DoD directives, manuals, instructions, and Joint Publications affecting mobility, transportation, and logistics functions and operations. Working knowledge of DoD Executive Branch of government organizational structures, functions, and relationships. Broad knowledge of the USTRANSCOM Joint Deployment and Distribution Enterprise, the National Response Plan, and the relationships between DoD and interagencies in support of the Emergency Support Functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD, Joint, Army, Air Force mobility, transportation, and logistics doctrine. Knowledge of the joint planning process and the Joint Planning and Execution System.
Knowledge and skill in applying analytical and evaluative methods and techniques to mobility, transportation, and logistics support activities.
Knowledge of and ability to comply with DoD security programs and regulations.
Knowledge of and ability to use transportation/logistics/command and control automated information systems and data base, word processing, slide producing application programs.
Skill in reviewing writing plans and other functional and technical documentation. Skill in written and oral communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
