The postiion is located in the Procurement Section of the Service Unit Admininstration Department. The incumbent serves as a Purchasing Agent and this position will provide services to Wind River Service Unit, Fort Washakie, WY and Little Shell Service Unit, Great Falls, MT.
Duty location will be located at Fort Washakie, WY with telework eligible as determined by the agency policy.
This position will support the Federal Government's response efforts to COVID-19.
Duties
Determine the appropriate acquisition method to obtain goods and services that fulfill acquisition requirements, meet delivery schedule, obtain a fair price and conform to acquisition regulations.
Review requests for procurement to the supply department and determine if sufficient information is submitted.
Approve orders to approve execution of orders and obligation of funds within the dollar amount threshold delegated authority.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-5: One (1) year of specialized experience equivalent to at least the GS-4 grade level OR four (4) years of education above high school.
GS-6: One (1) year of specialized experience equivalent to at least the GS-5 grade level.
GS-7: One (1) year of specialized experience equivalent to at least the GS-6 grade level.
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience at the GS-05 grade level: Under close supervision interpret and make decisions based on published acquisition regulations. Prepare purchase orders, procurement actions for open market. Reconcile invoices, verify completeness of orders, maintaining accurate record of transactions computing correct total costs and resolving discrepancies with vendors.
Specialized experience at the GS-06 grade level: Review and screen purchase orders and contracting documents for completeness. Reconcile contracts or error from vendors and procurement officials. Make purchases of limited range of equipment, commodities and services through automated or manual systems. Research information such as supply sources, discount sales, deliveries; understand medical and special interest terminology as related to supply and service requirements.
Specialized experience at the GS-07 grade level: Procure for supplies, services, and equipment. Perform a variety of purchasing methods to make competitive or sole source small purchases. Experience using different solicitation methods, order or reporting procedures, purchasing methods, clauses and provisions. Experience with the Federal Acquisition Regulations (FAR) and applicable Agency, Department , Federal rules and regulations; and soliciting quotes to determine the terms and conditions that apply to the purchase or service. Prepare purchase orders, soliciting bid proposals and reviewing requisitions for goods and services. Determine the appropriate acquisition method to use to obtain goods and services. Provide assistance and technical guidelines on matters concerning the small purchase acquisitions process.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
