Duties

As a Public Affairs Specialist you will: Participate with other key management officials, including the center director, division director and/or management staff in planning, developing, executing, and evaluating the overall media relations plans and activities for the agency. Make recommendations to top management involving critical public health issues that lead to the development of an agency position or policy. Advise agency management on matters involving communication goals and procedures and serves as a liaison in the area of communication for the agency; the centers along with their divisions and programs; health officials for federal, state and local agencies, officials of other countries and international agencies, and partner organizations. Serve as a media relations coordinator for assigned media issues or emergencies. Helps direct activities related to reviewing, editing, and clearing communications and media relations produced by center and division communication staff. Advise branch chief of controversial or media relations issues or activities that may impact the agency. Serve as operations and strategic planning lead for the branch. Represent the branch chief, division, and the center, as needed. Represent branch in dealing with other agency components to resolves simple complaints, problems or issues involving media relations support and services.

Qualifications

Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: developing, executing and managing strategic media relations plans in support of an organization and/or health and science media outlets. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
