The position is a Secretary supporting the Executive Leadership Team (ELT) and is located in the Office of the Director, Associate Director's (AD) Office at the Tennessee Valley Healthcare System (TVHS) in Murfreesboro, Tennessee. In this position you will be assisting the Associate Director in accomplishing programmatic work necessary to support TVHS, the Veterans Integrated Service Network (VISN), and ultimately the Veterans Health Administration (VHA).
Duties

This position has various responsibilities, the nature and variety depend on the needs of the AD. The incumbent aids with a variety of problems and inquiries received in person, telephonically, or by referral from other secretaries or support staff within the organization. The incumbent is required to become familiar with the AD's service line to help resolve issues, thus allowing the AD to focus on ELT duties. The major duties and responsibilities include but are not limited to:
Serves as the primary point of contact in the office of the AD;
Receives, evaluates, and screens all calls and visitors;
Serves as the primary timekeeper for the service;
Receives and reviews all incoming correspondence, emails, memorandums, requests, messages, and refers each item to the appropriate individual/service for response in a timely manner;
Prepares correspondence, reports, and other documents by policies established by the Office of the Executive Secretariat;
Obtains information requested by management from various sources within the VA, requiring a comprehensive knowledge of the VA's complex organizational structure;
Maintains appointments, calendars and schedules;
Makes all travel arrangements;
Prepares meeting agendas, records meeting minutes and maintains action logs;
Maintains inventory of supplies and equipment for AD office; and
Performs other related duties as required.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2023.
INTERCHANGE AGREEMENT: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions.
OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title 5 position prior to moving to another position.
TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-8 position you must have served 52 weeks at the GS-7.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50s include:
Within grade increases at the highest grade held; or
Promotions with an effective date more than one year old; or
SF-50s at the highest grade held with an effective date more than one year old.
In addition to the Time-in-Grade Requirements, you must also meet specialized experience. You may qualify based on your experience as described below:
GS-8 SPECIALIZED EXPERIENCE: Carefully read the following descriptions of the required specialized experience. You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization to be considered at the full-performance GS-8 level.
Specialized experience is defined as experience working for an Executive/Director/CEO (or similar upper management echelon) performing the following duties:
Independently planning and/or organizing activities of an office or unit.
Maintaining suspense (follow up) systems to ensure items for action are completed.
Serving as liaison between offices and/or sections
Preparing travel arrangements (transportation, lodging and expense reports).
Maintaining executive schedule/calendar or day-to-day plans.
Performing full range of secretarial and administrative duties.
Updating and receiving office documents, standard operating procedures, and related materials.
Scheduling and attending meetings.
Preparing meeting minutes and follow up actions.
Processing and editing incoming and outgoing correspondence, reports, and memoranda; reviewing documents for grammatical errors.
Performing timekeeping duties.
Following procedures for purchasing supplies.

PHYSICAL REQUIREMENTS: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light item like papers or books. No special physical demands are required to perform the work.
