The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA San Diego Healthcare System in the Nursing Service. The primary purpose of the position is to provide time keeping and supply and equipment ordering for Nursing Service. This employee will be a part of the Nursing Service administrative team providing general administrative support.
Duties
The incumbent provides administrative support to Nursing Service. This includes but is not limited to running reports, creating spreadsheets, analyzing data, tracking data, developing administrative processes, scheduling meetings, monitoring Nursing Service FCPs, ensuring accurate accounting and appropriate budget management, providing reports and analysis, overseeing procurement including purchase of nursing service equipment, office supplies and service memberships, maintaining approximately 100
timecards and tracking service extended leave packets.
Administrative Duties 35%
Utilizes various word processing, computerized spread sheets and graphic programs to prepare reports and necessary documents. Develops computerized recording systems when necessary. Tracks and manages data and information for the service. Compiles data for on-going internal department reports. Receives phone calls for Nursing Office. Ensures the timely preparation of all reports for Nursing Service, FRMS, the Medical Center and the VISN.
Prepares monthly managerial reports including status of funds reports, overtime, timekeeping exceptions, leave balances and workload evaluation reports such as staffing, productivity, spending reports, and other cost control reports. Provides coverage for Nursing Service administrative staff during times of absences and staffing shortages. Understands and has awareness of Nursing Service administrative processes managed by the Nursing Office. Keeps apprised of credit card requirements, training and ensure Nursing Service practices are in compliance. Performs other related duties as assigned including but not limited to special projects and action items.
Accounting Duties 30%
Independently examines, verifies, and maintains financial accounts and accounting data in such a manner as to reflect current obligated and un-obligated balances. Analyzes accounting transactions including the verification of the accuracy and completeness of the accounting data ensuring compliance with VA's accounting regulations. Independently reviews and processes financial transactions involved in the operation of Nursing Service including documentation of corrective action(s) taken for erroneous
conditions. Estimates all costs and certifies fund availability to cover all initiations, commitments and obligations. Records obligated and actual costs of items. Evaluates type and age of outstanding obligations on a monthly basis and determines if follow-up action is needed. Resolves all accounting problems associated with obligation. Liquidates outstanding obligations. Receives and analyzes various types of documents to determine propriety, validity, budget, expenditure limitation, completeness and correctness of
account data. Matches disbursing documents with obligation documents. Verifies accuracy and completeness of document to ensure that service or supplies have been certified as to receipt. Any discrepancies are investigated, and action is taken to correct the error or appropriately referred to supervisor. Incumbent works collaboratively with other service FCP clerks, certifying officials and approving officials to ensure accounting is accurate, funds are managed appropriately, and appropriate reports are provided to Nursing Leadership. Provides back-up coverage as the clerk or certifying official to
various Nursing Service FCPs during the absence of other personnel. Incumbent has technical responsibility for the maintenance, auditing, and reconciliation of ledger accounts, for the preparation of accurate and timely reports, and for the control of funds. Determines the nature of errors and independently makes adjustments in the correct appropriation to a variety of interrelated accounts. Prepares all necessary documents for transfer of funds, supplemental budget requests and status of funds reports.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: budgeting programming and analysis, advising leadership on funding status; communicate with service level leadership in various formats for program and project status; experience applying accreditation and regulatory standards to mission and operational requirements; working with acquisition and procurement regulations and procurement, ensuring compliance with regulatory requirements; experience working with contracts, equipment sources, and knowledge of shipping procedures; and analyzing and evaluating program administration.. OR,
Education: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
Proficiency Requirements
In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Physical Requirements: The work is primarily sedentary but will involve periods of walking throughout the facility to interface with other services, bending, stooping, lifting, and carrying. The incumbent is exposed to CRT/PC screen radiation sometimes for long periods of time. The position requires mental and emotional stability and may involve periods of high stress.
