This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D2422000 and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement. Duties

As a TRAFFIC MANAGEMENT SPECIALIST GS-2130-09, you will serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Ensure that traffic management and transportation services required to support the mission are accomplished. Inspect, or provide for inspection of, commercial carrier terminal to locate and expedite delivery of astray government shipments. Procure domestic and international travel for both military and civilian passengers. Maintain all transportation related automated systems and databases to support the Traffic Management Programs for the State. Accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Perform other related duties as assigned.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Military Grades: ENLISTED E1-E8 Supervisor for this position is SMSgt Justin George Manpower # 01074411 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
