BASIC QUALIFICATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Skilled in presenting formal training presentations and briefings; Skilled in the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; Skilled in applying procedures and directives by reading and interpreting program material; Knowledge of communications equipment, systems, services, and transmission media; Knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; and, Ability to apply specialized communications methods and analytical techniques. Specialized Experience: Have at least 1 year as a GS-0391-9? Must submit SF 50 to validate claim. OR do possess 24 months experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Knowledge of a wide range of Combat Crew Communications concepts, principles, and practices. Demonstrates comprehensive skill gained through extended study and experience of military aviation communications security concepts including digital cryptography, physical/printed communications security media, radio procedures and call signs, aircraft safe passage procedures, and combat identification features of aviation transponders. Knowledge of national security strategy, emergency war orders, and aircraft generation and recovery procedures to train and equip bomber, tanker, early warning, reconnaissance, and airlift crews for conventional and strategic nuclear missions. Knowledge of information security and physical security programs to safeguard, control, and regulate access to classified U.S. national security and cryptographic information. Ability to review and resolve difficult and complex communication security deficiencies. Applies judgment in order to interpret policy originating from higher organizational levels and implement local operating procedures. Provides authoritative interpretation and guidance to unit leadership to resolve issues involving conflicting requirements or processes. Skill and broad practical knowledge of applicable operating requirements in defining, coordinating, planning, and satisfying the unit's tactical communications security requirements, as well as developing alternative approaches for satisfying objectives under varied or austere conditions.
