The incumbent serves as a Division Program Manager of the Outpatient Mental Health Clinic (MHC) at the Captain James A. Lovell Federal Health Care Center (JALFHCC) This role is one of six program managers of the MHC that ensures adherence to VA and DOD policies and regulations, ensuring that Evidence Based Treatments and other state of the science treatments are being offered, quality patient centered care is delivered, and resources are being managed efficiently and effectively.
Duties
Essential Administrative (Supervisory Responsibilities):
The incumbent is responsible for the direct management of one of six MHC areas that may include the Urgent Care services, Community Based Outpatient Clinics (CBOCs) in McHenry, Kenosha, and Evanston, Primary Care Mental Health Integration (PCMHI) team, Substance Abuse Rehabilitation Program (SARP), Military Sexual Trauma Coordinators (MST), Trauma Recovery Program (TRP), and Veteran/Active Duty Behavioral Health Interdisciplinary Program Teams. This position has administrative responsibility and oversight of all clinical and administrative disciplines working in the areas which report to the individual. Promote security clearance processing for staff. Performance appraisal semiannually implemented for immediate supervisees across disciplines. Foster interdisciplinary relationships throughout year. Professional and educational development of lower graded staff.
The position serves an essential function in coordinating with co-Program Managers of Outpatient Mental Health Clinic regarding hiring decisions, clinical team make-up, and resource allocation. Routinely make decisions ensuring that adequately trained staff are assigned to meet the myriad of DOD special evaluation requests made by Commanding Officers throughout a 16-state catchment area on behalf of their service members with mental health service needs.
Administrative knowledge of Mental Health Clinic settings and clinical knowledge as a psychologist which includes a contemporary knowledge of behavioral science theories and practice including evidence based practices and techniques. Has regular and recurring contact with individuals representing divergent backgrounds, interests and points of view.
Supervision and Co-supervision of a large multidisciplinary Outpatient Mental Health Clinic with highly skilled professional staff requiring professional management and oversight of administrative responsibilities that are complex in scope and constitute a significant portion of the Mental Health Department at Lovell FHCC.
The incumbent plans, coordinates and carries out the successive steps in fact-finding and analysis of issues in accordance with accepted policies and applicable precedents.
The incumbent reports to the Mental Health Department Head with regard to managerial responsibilities and conduct and for issues related to Outpatient Mental Health Clinic Team operations such as program effectiveness, policy development, accreditation, workload, resource utilization and regulatory compliance.
Clinical Responsibilities:
Provide psychological assessment and diagnosis of mental disorders, particularly for complex or unusually difficult patients.
Provide education to patients, family members, and significant others.
Provide comprehensive, evidence-based psychotherapeutic interventions, including manual-driven, evidence-based cognitive-behavioral approaches to individual and group psychotherapy.
Develop, implement, and document the psychotherapeutic treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders.
Functions independently as a member of the VA Medical Staff, with full clinical privileges. As such, assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions, and documentation.
Teaching and Training:
Collaborates with the Psychiatrist Executive and Resident Training Director regarding management of the FHCC VA Resident Psychotherapy Clinic and resident rotations in the Outpatient Mental Health Department.
Collaborates with the Psychologist Executive and Director of Psychology Training regarding psychology trainee rotations in the Outpatient Mental Health Department.
Ensure DOD competence in the assessment and treatment of active duty service members by FHCC psychologists and MHC providers.
Ensure basic education of military culture by FHCC psychologists and MHC staff, when assigned to active duty patient population.
First line approval for continuing education training and travel for BHIP team.
Monitor and approve all mandatory training for BHIP team.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education:
(1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.
OR
(2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions:
(a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and,
(b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.
OR
(3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.]
AND
(4) Internships
(a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed.
OR
(b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR
(c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre 1979) are considered to be acceptable in fulfillment of the internship requirement;
OR
(d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed.
OR
(e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
Board Certification: Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
Grade Determinations: Psychology Program Manager, GS-14
Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools.
Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
Skill in managing and directing the work of others to accomplish program goals and objectives.
Ability to translate management goals and objectives into well-coordinated and controlled work operations.
Ability to establish and monitor production and performance priorities and standards.
Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Psychologist program managers have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans.
