You will serve as a Transportation Operations Specialist in the N31 Port Operations of NAVAL BASE VENTURA COUNTY.
Duties
You will establish transportation processes and functions to achieve improvements in the overall performance of ship operations.
You will prepare transportation reports to relay information and document trends.
You will review vehicle data in automated systems to verify accuracy of equipment data.
You will explain site operations reports and the effect of alternative corrective actions.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating harbor functions and port control operations (i.e. waterfront and small craft maintenance, vessel movements, berthing and hotel services within the port.); 2) Providing technical guidance in the maintenance and repair of small boats and other waterfront equipment, fueling/defueling operations, and oil spill response methods and requirements; 3) Performing Marine Maintenance of on-water oil spill response methods to ensure port operations requirements are being met; 4) Interpreting policies, regulation and directives governing work of the port operations organization to develop resolution of problems and conflicts as it impacts the port; 5) Communicating effectively orally and in writing, to recommend and calculate optimum ship arrival or departure time based on tide and current conditions which affect vessel movements; 6) Utilizing Port Operations Management System (POMS) to track ship move, and established metrics to assist dockmaster with logistic to ensure the ability to support current and fleet requirements. Education

Ph.D. or equivalent doctoral degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
