THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a RANGE OPERATIONS SPECIALIST, Position Description Number D1134000 and is part of the PA Training Center, National Guard. 2 or more Position(s) may be hired against this Announcement. Weekend Work Required

Duties

As a RANGE OPERATIONS SPECIALIST, GS-0301-09, you will oversee range activities as directed by the Range Control Manager. These activities include coordination of the range maintenance program in order to ensure fully operational ranges. Apply and enforce the Installation Range Safety Program. Prepare and staff installation range safety publications. Ensure that adequate numbers of fully trained personnel are scheduled to support range operations and the communications center. Ensure that radio communications are conducted to military standards and re-trains personnel prior to their operation of the range communications system. Conduct and prepare installation capability briefings and tours as directed by the Range Control Officer. Interface directly with military, civilian and law enforcement agencies desiring to use the installation range complex. Oversee the work effort of employees who are involved in supporting the maintenance, operations, and communications center. Assume the duties of the Range Control Manager in the absence of the incumbent. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) Military Grades: Enlisted: E1-E7 Supervisor for this position is SFC Trautman GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must indicate at least 24 months experience, education or training in any position that required compiling reports, letters, memorandums, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
