About the Position: This position is located in the Budget, Manpower, and Management Branch, Resource Management Office, Duty Location Memphis District Corps of Engineers, Memphis, TN. Incumbent will serve as the District Manpower Officer.

Duties

Plan, organize, and direct Manpower Management Functions Advise on the development and/or adoption of rules, regulations, and procedures affecting staffing criteria. Gather, develop, and compile utilization data Prepare labor costs and work year estimates Screen and review automated personnel actions Produce statistical reports Maintain Manpower records Organize and deliver briefings to mobilization teams and managers

Specialized Experience: One year of specialized experience which includes work involving staff administrative, analytical, evaluative work related to program operations, and management and organizational efficiency and productivity (i.e. planning, organizing, and directing Manpower Management functions; developing and compiling organizational data into reports; and advising management on rules, regulations and procedures affecting manpower and staffing criteria). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsManpower & PersonnelProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
