This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Confirms the propriety and legality of all Army Tuition Assistance transactions. Ensures that all data is accurate on the invoice/bill, receiving report, agreement and payment voucher. Receives supervision from Supervisory Program Analyst, Education Division

Duties

As a Voucher Examiner, you will perform the following duties which is not an all-inclusive list: Ensure legality of payments. Input information into an automated account payable system. Respond to vendor inquiries. Process payment in Accordance with the Prompt Payment Act. Identify needs or problems to determine corrective action.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Secret security clearance through the duration of employment.
• Must be able to obtain and maintain a Financial Management Certification Level 1.
• May be required to serve a one year trial period.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes work experience that involves reviewing and processing a wide range of invoices for payment; checks figures and documents for correct entry and mathematical accuracy; rejects incomplete or incorrect invoices. Determines due dates of payments based on terms of contract. Certifies invoices for payment; utilize automated systems to navigate and validate records. This experience is typical of work performed at the next lower grade (GS-05).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-- no substitution of education for experience is permitted.
