This position is located on the Community Program Staff, Team 2 with a duty station in Atoka, OK in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities and or utilities. This vacancy announcement is open to current Rural Development State of Oklahoma employees only.

Duties

Conducts evaluation reviews of State-wide performance to determine the effectiveness of the Community Programs services provided. Performs comprehensive review and in-depth analyses of credit data to determine credit-worthiness such as: income statements, tax assessments and returns. Prepares written loan approval determinations or recommendations for loan approval and submits to approving official as appropriate. Conducts field site visits to determine a project's conformance with loan requirements; evaluates/mitigates and/or prepares environmental assessments; reviews key data to ensure multiyear forecasts are realistic. Develops, implements and coordinates a broad and aggressive marketing and outreach program to support all assigned Programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Applicants must meet one year at the next lower grade to be considered for the next higher grade. (ee.g. one year at the GS-09 grade level for consideration for the GS-11 grade level, and one year at the GS-11 grade level for consideration for the GS-12 grade leve). For the GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrate thorough knowledge and understanding of complex mortgage or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business loans and loans to corporate and/or municipal entities and to independently examine applications and corporate financial documents, and maintain servicing activities on a variety of mortgage and commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for agricultural, commercial, and bank loans, servicing a loan portfolio of a bank and other loan association, performing financial analysis of commercial concerns for investment purposes, appraising real estate and business property to determine property valuation, or similar work OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (see qualifying fields of study below) OR a combination of education as described and specialized experience. For the GS-12 level : Applicants must have 1 year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrates comprehensive knowledge and understanding of commercial financing and credit. Experience may have been gained in such work as reviewing and passing on applications for complex business and/or municipal transactions; servicing a commercial loan portfolio; analyzing financial information provided by loan applicants, determining eligibility for loans, and assessing repayment ability; reviewing and approving applications for agricultural, commercial and bank loans; servicing a commercial loan portfolio of a bank or other loan association; providing financial management guidance to borrowers; ascertaining and analyzing the many and often obscure facts regarding a corporate borrower's financial capacity; or evaluating the general economic and financial conditions that affect an organization/government's risk in granting, guaranteeing or insuring loans. Education cannot be substituted for experience at the GS-12 level. Education


Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Determine your qualifying experience as a percentage of the experience required. Determine your education as a percentage of the education required. Add the two percentages. The total percentage must equal at least 100 percent. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
