This position is located in the Bureau of the Comptroller and Global Financial Services, Office of the Executive Director (CGFS/EX). This position supports the Bureau through providing human resource advice on position classification, recruiting, employee relations services and performance management. 

Duties

At the GS-12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision. Reviews, prepares, and/or coordinates position classification requests from management officials to assess the accuracy and adequacy of the requests and its supporting documentation. Ensures personnel actions and processes conform to applicable laws and regulations, and advises management of recruitment strategies to best attract, hire, and retain a skilled, diverse and motivated workforce. Advises management on recruitment strategies to best attract, hire and retain a skilled, diverse and motivated workforce including available flexible hiring authorities, sources and special programs. Serves as a liaison with the Department's central HR offices relaying information to managers and tracking the progress of bureau HR actions.

  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. GS-12: Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience drafting a variety of reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence on a full range of sensitive management issues. Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, employee benefits). There is no substitute of education for specialized experience for the GS-12 position. GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, employee benefits). Experience drafting a variety of reports, policy, memoranda, and other correspondence on a full range of personnel management issues. Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach. There is no substitute of education for specialized experience for the GS-13 position.
